Construction Management - Principal of Cost Engineering

This is a Flexible (or Hybrid) position and must be based in a KP regional location (NCAL, SCAL, HI, WA, OR, CO, Atlanta GA, VA, MD, or D.C.).

Job Summary:

In addition to the responsibilities listed below, this position is responsible for conducting strategic planning to ensure the success of a full range of professional estimating/cost engineering and project control duties of diverse and complex scope; using innovative logic to develop and prepare conceptual construction cost and budget estimates for all phases of construction; and providing professional guidance and support to Facilities Design and Construction project team members to determine the preliminary cost and feasibility of highly-complex maintenance and renovation projects;

developing, implementing, and updating standard estimating means and methods through the Desktop Estimating Procedures, Estimating Template, CSI units listing and definitions; provides expert consultation to develop conceptual construction cost and budget estimates for all phases of construction (i.e., development and analysis of unit hour/pricing data, estimating material cost, man-hours and revisions to existing buildings mechanical, electrical and plumbing systems); and proving long-term plans for the performance of pricing structure development and application to takeoffs, derived quantities, quantity assumption, and cost allowances within a discipline or other specialty.

Essential Responsibilities:

+ Drives the execution of multiple work streams by identifying member and operational needs; translates business strategy into actionable business requirements; develops and updates new procedures and policies. Gains cross-functional support for objectives and priorities; determines and carries out processes and methodologies; solves highly complex issues; escalates and resolves issues as appropriate; sets standards and measures progress. Develops work plans to meet business priorities and deadlines;

coordinates, obtains and distributes resources. Removes obstacles that impact performance; guides performance and develops contingency plans accordingly; influences the completion of project tasks by others.

+ Supports construction operations by: developing advanced strategies and concepts to provide strategic guidance, coordination, and consultation with the support team; using judgment and discretion to drive innovative solutions to resolve highly complex problems (e.g., on-site assessments); and serving as an internal expert and advisor to field teams, executive management, and KP service areas/regions.

+ Supports with construction deliverables by: overseeing the delivery of large-scale, highly complex projects with responsibility and accountability for project outcomes from initiation to close-out; developing, analyzing, integrating, and executing project plans which include scope identification and delivery, schedules, inter-dependencies, and resource forecasts; executing and monitors the project financials; monitoring project performance against plan, ensuring measurement of business benefits and outcomes, and makes adjustments as needed;

leading project activities related to organizational change management (e.g., development and execution of user adoption, implementation, and training plans) as defined by the project; and developing and executing the establishment and management of proper project management practices in regard to allocation of resources, schedules and task assignments.
