Program Manager; Treasury & Revenue Services

AC Transit is seeking a qualified Program Manager (Treasury & Revenue Services) in the Treasury Department. Under the general direction of the Director of Revenue Management, the successful candidate in this role plans, organizes, manages, and supervises the District’s treasury-related functions and revenue services operations and programs, including cash management, investments, banking relationships, fare revenue oversight, tax revenue and other subsidy receipts, and related financial compliance functions and programs.

Incumbents in this role provide professional and technical analysis and recommendations regarding cash flow, liquidity, investments, revenue controls, and financial risk management. This is an unrepresented, at‑will classification.

• Plans, organizes, and manages the work of staff supporting treasury operations and programs, revenue services, cash handling controls, and investment management; selects, trains, mentors, and evaluates staff; provides constructive feedback; and administers personnel actions as needed.
• Collaborates with executive leadership to establish treasury and revenue services goals and objectives; implements policies, procedures, work standards, and internal controls to ensure compliance with applicable federal, state, and local regulations and Board‑adopted policies.
• Monitors daily cash management balances and provides cash flow analyses to support the District’s investment and liquidity decisions.
• Coordinates and monitors implementation of the District’s investment program and activities in accordance with Board‑adopted investment policies and applicable Government Code requirements; monitors compliance of investment portfolio performance with Board‑adopted policy and prepares reports for review and approval.
• Supports the administration of debt obligations, including bonds and other financing instruments, and supports compliance reporting under the direction of the Controller.
• Oversees fare revenue and tax revenue receipt processes; ensures effective controls over revenue collection systems; analyzes trends, variances, and anomalies; and implements corrective measures to mitigate financial risk.
• Develops and implements quality assurance, performance management, and internal control measures to safeguard District assets and strengthen revenue security.
• Develops and administers the unit’s annual budget; forecasts funding needs for staffing, systems, and contractual services; monitors expenditures and authorizes adjustments as appropriate.
• Prepares and oversees preparation of administrative, statistical, and technical reports related to treasury operations, investments, and revenue services; presents findings and recommendations to executive management and the Board of Directors, as required.
• Manages contracted banking, armored transport, investment advisory, and trustee services; participates in procurement and selection processes; reviews and recommends contract terms; and ensures compliance with contractual requirements.
• Provides technical analysis and operational expertise related to revenue operations and cash management processes.
• Responds to sensitive financial inquiries, audit findings, or compliance issues; ensures accurate and timely communication of treasury and revenue information.
• Represents the District at meetings with financial institutions, regional partners, governmental agencies, and professional organizations regarding treasury, revenue, and public finance matters.
• Performs related duties as required.

Equivalent to a bachelor’s degree from an accredited four-year college or university in finance, accounting, business administration, public administration, or a related field. A master’s degree in finance, business administration, or public administration is desirable.
