Position Summary
Financial Services Specialist I/II provides professional‑level financial services, including budget development, contract negotiation, financial planning, monitoring, accounting, reporting, and grants management for County departments and agencies. The role performs financial analysis, administrative studies, and supports staff and management.
Key Responsibilities- Provide financial services and support across budget development, processing, and monitoring.
- Negotiate and administer contracts and grants.
- Conduct financial analysis and produce recommendations.
- Prepare financial reports, statements, and related documentation.
- Plan and conduct analytical studies and operational investigations.
- Support internal and external meetings and communication.
- Perform general administrative duties and oversee support functions.
Applicants must meet one of the following:
- Graduated from an accredited four‑year college or university (180 quarter units or 120 semester units); major coursework in business, public administration, accounting, economics, financial planning, or related field.
- Equivalent professional financial planning and support experience may substitute for education.
- One year full‑time professional‑level experience in budget development, contract negotiation, financial planning, monitoring, accounting, reporting, or grant management comparable to the tasks performed by a Financial Services Specialist I.
Licenses: A valid California driver’s license may be required for certain positions.
Knowledge and Skills- Principles of governmental budget development and administration.
- Principles of contract and grant administration.
- Financial record‑keeping and auditing practices.
- Administrative analysis and report preparation.
- Applicable federal, state and local policies and regulations.
- Proficiency in Microsoft Office (Word, Excel, Access, Outlook) and related data/spreadsheet applications.
- Ability to develop and administer multiple budgets.
- Ability to monitor fiscal transactions and audit records.
- Ability to interpret and apply financial regulations, policies, and procedures.
- Ability to manage projects, coordinate work, and meet critical deadlines.
- Strong oral and written communication skills.
- Ability to establish effective working relationships and represent the County in meetings.
- Verify possession of minimum requirements.
- Review supplemental questionnaires to select best qualified applicants.
- Oral interview examination (100% weighted). May include situational exercises.
