Job Summary

The Executive Director of Capital Planning leads the Enterprise capital planning processes in collaboration with Regional, National Shared Service and Program Office financial planning SVPs, VPs, and directors, and ensures that the capital plan is aligned with the enterprises Strategic Plan and Long Range Economic Plan. This includes annual development of the ten year capital plan and ongoing management of the Capital Approval Committee (CAC) and Investments Strategic Working Group (ISWG).

The Executive Director plays a key role in the design of the Capital Planning process and policies at Kaiser Permanente, ensuring alignment with national strategic imperatives. This includes driving innovation in the capital planning process as it relates to process, analytics, and benchmarking.

Kaiser Permanente has an annual capital budget of approximately $5 billion per year covering a wide variety of complex hospital, information technology, land and other building projects. This position is accountable for financial planning activities related to capital planning and spend. This includes building the annual budget, forecasting and tracking spend against that budget, and reconciling business case spend against budget including validation of benefits realization.

The Executive Director serves as an advisor to leaders across the Enterprise, providing guidance on business cases, analytics, and other requirements for capital approval.

• Annual Ten Year Capital Plan Development
• The annual Ten Year Capital Plan includes all capital investments, including facilties (hospitals, clinics, etc.), equipment, IT and capitalizable strategic projects.
• Leads development of the annual Ten Year Capital Plan, including setting guidance across markets, consolidation and critical review of market level Ten Year Capital Plan submissions, modeling, and preparation of related materials to support review and approval by Executive Leadership and the Board of Directors.
• Identifies and analyzes plan drivers, leveraging all available planning, modeling, and reporting tools. Ensures 10 Year Capital Plan (dollars and metrics) align with the enterprise-s Strategic Plan and Long Range Economic Plan, including the investment portfolio outcomes such as IRR, maintence scores, and care delivery system supply requirements.
• Co-drives with Delivery System Strategy, National Facilities Design & Construction and National IT process communications with market leadership.
• Co-drives with Delivery System Strategy, National Facilities Design & Construction and National IT leadership reviews across key stakeholders, gaining alignment on assumptions and approvals.
• Provides decision support to market stakeholders providing proactive insights and perspectives and challenging assumptions to ensure optimal outcomes.
• Ensures efficient and comprehensive use of available analytic tools owned by National FP&A, KP Insight, Delivery System Strategy and National Facilities Design & Construction. Identifies and ensures adoption of industry analytic best practices.
