BART’s Office of Civil Rights is seeking an experienced civil rights analyst with a strong background in Equal Employment Opportunity
, Title VI and Title VII compliance, or experience in analyzing, interpreting, and applying other complex state and federal laws, regulations, and policies. Experience in investigative practices is preferred but not required. The incumbent will conduct lead analytical work, including but not limited to data gathering and analysis, report drafting with recommended courses of action, survey studies and outreach, under the guidepost of guide professional staff, advise department leadership, and ensure District compliance with federal and state civil rights requirements across BART’s major programs.

Some of the laws and regulations are The Fair Employment and Housing Act, Title VI, Title VII and other Civil Rights Laws and Regulations, including the Language Assistance Plan.

The analyst will conduct work and assist with complex fare, service, and Title VI analyses; develop datasets and tools to evaluate equity impacts; prepare written assessments; and coordinate with internal partners to implement policy updates and maintain federal/state compliance. The role also manages language access services, oversees translation and interpretation needs, and supports public participation efforts by designing surveys, gathering community input, and executing outreach activities.

Additional responsibilities include conducting Title VI and Title VII complaint investigations, representing the unit in meetings with internal and external stakeholders, supporting advisory committee operations, and providing essential administrative support in areas such as procurement, invoice processing, scheduling, and responding to inquiries.

The Most Qualified Candidate For This Position Will Have Highly Developed Competencies In The Following Areas, Which Will Be Reinforced With Related Work Experience And Will Be Clearly Articulated During The Selection Process

• Experience is preferred in the areas with respect to Title VI analyses and investigating Title VI/Title VII complaints.
• Intermediate to advanced proficiency with business computer applications including Microsoft Word, Excel, PowerPoint, and Outlook, is preferred.
• Excellent organizational skills and demonstrated ability to effectively complete a number of concurrent assignments across a wide range of projects.
• Analyze and synthesize information in a concise manner and make recommendations to resolve issues.
• Possess excellent written and verbal communication skills, including ability to prepare reports and give presentations.
• Adaptability and flexibility, and ability to multitask with demanding time frames and determine priorities while adhering to deadlines on multiple or simultaneous projects.
