Position OverviewThis flexibly staffed class series specification describes the lead level classification in the Application Systems Engineer series. Under direction, the Application Systems Engineer III provides thought leadership and operational support for the County’s information systems, architects business solutions, and serves as a liaison between department/agency representatives and third‑party service providers.
Responsibilities- Design, develop, analyze, implement, and maintain enterprise‑class, multi‑tier software systems.

In addition to meeting the minimum qualifications, the ideal candidate possesses excellent technical knowledge and skills, demonstrates strong communication, decision‑making, collaboration, organization, and prioritization abilities, and focuses on the customer/client experience.
Minimum Qualifications- Education:
Bachelor’s degree from an accredited college or university in MIS, Computer Science, Computer Engineering, or a closely related field. - Experience:
Four (4) years of full‑time experience designing, developing, analyzing, supporting, and implementing complex software systems. - Substitution:
Three (3) additional years of full‑time experience may substitute for the education requirement.
- Knowledge of principles, methods, tools, and standard practices of application design, systems design, programming, systems testing, implementation, and upgrades.
- Knowledge of industry standard practices for the software development life cycle.
- Knowledge of emerging technology trends and tools.
- Knowledge of principles and techniques of employee supervision.
- Ability to analyze and problem‑solve; make effective decisions; organize and prioritize workload.
- Ability to communicate technical concepts, problem solutions, and project progress clearly to interested parties.
- Ability to respond quickly and effectively to customer needs, proactively and reactively.
- Ability to maintain the highest level of service to internal customers and the public.
- Ability to document current and future procedures and processes.
- Ability to design complex system interfaces.
- Ability to research potential solutions and make recommendations for implementation.
- Ability to develop reasonable cost and time estimates.
- Ability to understand and consider impact of organizational, management, administrative, and personnel aspects of systems design.
- Ability to create, analyze, and validate detailed functional specifications.
- Ability to facilitate design sessions with the enterprise software development team to define the solution.
- Ability to define project scope, estimates, delivery schedule, and prepare proposals for review.
- Ability to perform risk assessments and help establish service level agreements.
- Ability to communicate effectively, both orally and in writing.
- Ability to provide technical support to customers, users, and team members.
- Ability to establish and maintain effective working relationships with management, internal support units, customers, and vendors.
- Ability to assess and evaluate new technology solutions to address business needs.
- Ability to provide input and make recommendations to leadership teams regarding the long‑term vision of the organization.
- Ability to prioritize, evaluate, and mentor the work of subordinate personnel.
- Review of applicants’ applications to verify possession of minimum requirements.
