East Bay Asian Local Development Corporation (EBALDC) is a nonprofit community development organization that has been building healthy, vibrant, and safe neighborhoods in Oakland and the East Bay for over 50 years.

About the Role

We are seeking a bilingual (Cantonese /English) Resident Services Coordinator (RSC II) to support residents at our Chinatown properties. This role provides individualized support, organizes community‑building activities, and partners with local service providers to ensure residents—particularly Chinese‑speaking seniors and families—have access to resources that support housing stability, health, and well‑being.

Position Summary:

The Resident Services Coordinator (RSC II) will play an essential role at EBALDC’s Chinatown properties, supporting primarily Chinese‑speaking residents, including seniors and families. This position requires fluency in Cantonese and/or Mandarin (reading, writing, and speaking) and a commitment to serving linguistically diverse, low‑income communities. The level of hire (RSC II) will be determined based on candidate experience:

  • RSC II – intermediate‑level, generally up to 4 years of related experience with demonstrated ability to manage caseloads independently.

Duties & Responsibilities
  • Provide individualized support with housing stability, public benefits, employment readiness, and basic financial literacy.
  • Respond to resident concerns, including mediation, conflict resolution, and crisis support.
  • Partner with local service providers to ensure culturally appropriate services (e.g., senior programs, food access, wellness programs).
  • Coordinate food distribution and connect residents experiencing food insecurity to local food banks.
  • Develop inclusive resident engagement strategies through one‑on‑one outreach, resident meetings, and community events.
  • Facilitate workshops, orientations, and presentations in both English and Cantonese/Mandarin.
  • Collaborate with Property Management to support residents at risk of eviction or facing safety concerns.
  • Maintain accurate case notes and reporting in EBALDC’s data systems.
Qualifications Resident Services Coordinator II
  • 2–4 years’ experience in social services, community engagement, or housing‑based programs.
  • Demonstrated ability to independently manage caseloads and resident activities with minimal supervision.
  • Bachelor’s degree in social work, psychology, public health, or related field (equivalent experience considered).
  • Required:
    Fluency in Cantonese (speaking, reading, and writing).
  • Strong written and oral communication skills in English.
  • Familiarity with immigrant‑serving resources and senior support programs.
  • Proficiency with Microsoft Office and case management systems.
  • CPR/First Aid certification (training provided if not current).
  • Must pass DOJ and criminal background checks.

  • Assess resident needs and make referrals to community resources such as benefits navigation, financial coaching, treatment providers, and housing retention support.
  • Provide individualized support to residents, including assistance with housing stability and accessing public benefits, employment services, financial coaching, budgeting, and other services based on individual need.
  • Identify and engage residents in supportive programs that promote skill‑building and personal development.
  • Address resident concerns such as mediation, crisis intervention, housekeeping issues, and housing re‑certifications.
