Overview
Transit Amercia Services, Inc. is currently seeking a Safety and Compliance Supervisor in Oakland, CA to join our time. The ideal candidate for this job will be a safety professional with knowledge of railroad operating practices and commuter rail experience.
The pay range for this position is $ - $ annually.
Duties and Responsibilities* This is a non-exhaustive overview of the job duties for this position.
- Responsible for oversight of all Safety related activities, programs, and guidelines of a Commuter Railroad including but not limited to Operations, Transportation, Track, Signal and Mechanical forces.
- Responsible for the implementation and continued maintenance of all TASI Corporate Safety Programs at the project level.
- Compliance oversight of FRA required Commuter Rail programs including but not limited to 49 CFR Parts 217, 218, 219, 225, 228, 229, 238, 239, 240, 242, 243, 270, 272.
- Work directly with other Department Managers in strategizing short, medium, and long-term goals for managing hazardous working conditions and eliminating unsafe employee activities.
- Assist in the development, implementation and coordination of the safety training programs.
- Ensure that all sub-contractor employees comply with jobsite safety rules and regulations.
- Responsible for the scheduling and execution of internal audits and evaluation of regulatory programs.
- Responsible for preparation for external audits such as FRA, CPUC, OSHA, and other external regulators.
- Perform risk assessments and utilizes safety assessments, accident/injury trend analyses, safety performance data and input from other departments to identify potential safety deficiencies and corrective actions.
- Track unusual occurrences and events and maintain statistics for TASI.
- Provide accurate monthly, quarterly, and annual reports on required due dates per contractual and federal obligations.
- Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position
- Regular and predictable attendance and punctuality are a requirement for this position.

- High school diploma or equivalent.
- Minimum of 4-5 years of relevant prior management experience with a commuter railroad operation, with demonstrated experience of mechanical and operations, and working knowledge of, and experience with working with applicable regulatory authorities (FRA, CPUC, OSHA).
- Demonstrated experience in management of safety programs for a commuter or passenger railroad;
- Demonstrated safety record and experience implementing and maintaining safety programs;
- Demonstrated ability and availability to respond immediately to emergency or problem calls, and to be on call twenty-four (24) hours a day, seven (7) days a week;
- Demonstrated ability to manage, lead, develop, maintain, and implement safety plans and procedures.
- Experience with management and execution of a drug and alcohol program, to include DOT regulated and non-DOT Company drug testing programs.
- Demonstrated experience with on-sight safety audits of facilities and railroad assets.
- Demonstrated experience with internal and external auditing procedures for safety program and plan compliance.
- Experience with all facets of accident and incident investigations, including but not limited to proper documentation, root cause analysis, report preparation, and execution of corrective actions upon determination of cause.
- Proficiency with Railroad operating rules including the General Code of Operating Rules preferred.
- Ability to work with common software including Microsoft Word, PowerPoint, Teams, Excel, and Outlook is required.
- Ability to communicate safety philosophies to all levels of employees within an organization, from entry level to corporate.
- Demonstrated history of establishing and maintaining positive client/contractor relationships.
- OSHA 30 Hour General Industry is preferred.
- Knowledge of APTA Best Practices Manual preferred.
- Candidate must have the ability to research and interpret rules, regulations, directives, and contract language and apply applicable procedures or processes.
