Our Organization and Mission:

The Florida Division of Alcoholic Beverages and Tobacco licenses the manufacture, distribution, sale, and service of alcoholic beverage and tobacco products in Florida, including receipt and processing of license applications; collection and auditing of taxes and fees paid by licensees; and enforcement of the laws and regulation of the alcoholic beverage and tobacco industries, pursuant to Chapters 210, 561-565, 567-569, Florida Statutes.

The division's three bureaus - Licensing, Auditing and Enforcement - comprise a team of approximately 325 personnel fulfilling the regulatory obligations of the division throughout the state.

The Work You Will Do:

The position reports to the Division of Alcoholic Beverages and Tobacco, Bureau of Auditing, Tampa Office. This professional position performs complex tax audits of alcohol and tobacco licensed entities, resolves difficult, unusual, or questionable issues in the review and processing of tax documents, and confers with licensees by telephone, correspondence or in person regarding tax payments.

This challenging position provides the selected applicant the opportunity to help businesses open in Florida and/or assist our industry members with ensuring they maintain compliance with laws. Applicants who can successfully communicate in complex administrative law matters will excel in this position.

Your Specific Responsibilities:

The selected applicant will:

* Receives, receipts, and deposits all monies collected by the division. Verifies checks/EFTs to monthly reports. Posts receipt number, date and payment amount to all taxable monthly reports, and audits. Posts applicable information to PB2 logs and gallonage report.

* Examines and audits purchase and sales documents including receipts, invoices, business records, and related accounting records of wholesale and/or retail establishments to verify accuracy of sales of product to recipients in Florida and to determine tax liabilities. Identifies, collects data, and analyzes business transactions between entities. Evaluates evidence of unreported liabilities and bills the appropriate entity for any unreported tax liabilities.

* Receives and maintains cigarette tax indicia. Processes the sale of cigarette tax indicia including the preparation of required documents and reports. These documents/reports would include the preparation of invoices, posting transactions to accounts receivable ledger cards, and posting to the cigarette tax stamp control and transaction report.

* Processes incoming and outgoing daily correspondence. These would include monthly reports, cigarette tax stamps to be mailed out of state when applicable, travel vouchers, and credit/refund requests. Maintains adequate postage and monitors meter readings. Processes and monitors purchase orders for receipt and payment.

* Answers and/or directs inquiries from visitors and incoming calls to a qualified agency employee. Screens and logs non-ABT/DBPR visitors before allowing access to office. Maintains monthly report, audit, and original bond files.

* Assists with additional duties and/or special projects as required.

Knowledge, Skills, and Abilities:

* Knowledge of accounting or record keeping procedures

* Knowledge of the principles and techniques of effective communication.

* Knowledge of the methods, techniques, technologies, and procedures used in reviewing and processing tax documents.

* Knowledge of the techniques utilized in researching, reviewing and evaluating data. Knowledge of state tax laws.

* Knowledge of basic mathematics.

* Ability to determine tax liability including penalty and interest.

* Ability to review, analyze and evaluate data.
