Job Overview

This position operates at Marion County Health Department under the direct supervision of the Records Management Analyst. This is a technical position that involves record management, exercising independent judgement and initiative in the application of departmental operations and procedures in the Vital Statistics Records Program of MCHD. The role requires outstanding customer service to both internal and external customers.

Maintains current knowledge of State Vital Statistics Laws and Rules. Responsibilities include securing designated information sets to protect confidentiality, data integrity, and appropriate access for all information, both confidential and public record, stored in hard copy or electronic formats. Serves as a deputy registrar for Marion County Vital Statistics – reviewing and issuing birth and death records from E‑Vitals as instructed by the Bureau of Vital Statistics to clients, accounting for daily certificate usage, and reconciling daily cash drawer.

Provides face‑to‑face customer service, answers telephone calls, and takes messages as necessary. Performs Vital Chek requests, assists with inventory and audits, assures policy and procedures are followed, and provides backup support to the Chief Deputy Registrar with home birth processing or reluctant doctor cases.

Handles purchasing for Vital Statistics office supplies using AOD/MFMP, assists Administrative Services with courier runs including bank deposit drop‑offs, and provides backup duties to the medical records department for switchboard duties. Other duties as assigned.

Required Knowledge, Skills, and Abilities
  • Knowledge of general office procedures and practices.
  • Knowledge of correct grammar usage.
  • Knowledge of basic arithmetic.
  • Ability to prepare reports and correspondence.
  • Ability to follow instructions.
  • Ability to review data for accuracy and completeness.
  • Ability to answer multi‑line phone; take and forward messages.
  • Ability to use a computer and complete data entry.
  • Ability to plan, organize and coordinate work activities.
  • Ability to develop and implement office procedures.
  • Ability to use a nomenclature and classification system file.
  • Skilled in the use of Microsoft Excel.
  • Ability to provide outstanding customer service to both internal and external customers.
Qualifications Minimum Qualifications
  • 2 years experience working with Vital Statistics or confidential records.
  • 2 years experience in face‑to‑face customer service.
  • 6 months experience with Microsoft Outlook, Excel, Word, and One Drive.
Preferred Qualifications
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Knowledge and skills to reasonably safeguard information from intentional use or disclosure.
  • Ability to adjust to varying paces and departmental changes.
