Position: Capital Projects Manager I
Description

This is a civil engineering position that will be highly responsible for the management of capital construction projects performed throughout the City and associated work for the Capital Projects Division. The position involves supervision of Capital Projects Inspectors. Manager I reports to assigned Capital Projects Manager II.

Examples of Duties

* Provides project management for capital projects from design to completion. Includes scope formation, preparation of bid packages, agenda items, negotiations, vendor interaction, project kick-offs, monitoring project milestones, and contract performance measures. Prepares, implements, and monitors project budgets.

* Attends staff, supervisory, and various construction related meetings. Plans and conducts progress meetings for assigned projects.

* Provides input to the City Engineer to help develop capital project priorities. Participates in pre-bidding and pre-construction planning. Recommends solutions and coordinates the implementation with other departments for action, project scope development and contract compliance.

* Provides communication to the PIO for advanced notification/meetings to the public.

* Assists in coordinating activities of Capital Project Inspectors.

* Observes project work progress as needed. Supports Project Inspectors with inspections of underground utilities, concrete sidewalks, curb and gutter, asphalt and concrete pavements, all aspects of new road construction, resurfacing programs, new lift stations and retro fit upgrades, storm drainage systems and retention areas, land clearing, sodding and seeding, traffic control and maintenance plans, signs, project safety, and all verification testing performed by Contractor.

* Reviews material submittals against contract and City specifications and forward to the Engineering office.

* Reviews and approves contract pay requests and vendor invoices.

* Requests proposal from Material Testing Lab to provide verification testing services and establishes budget.

* Coordinates with engineering staff the development of work orders through the CCNA process for engineering services from outside consultants.

Perform any other related duties as required or assigned.

Minimum Qualifications

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

* High school diploma or GED required

* Two (2) years of college or trade school

* Eight (8) years related experience and/or training.

* An equivalent combination of education and experience may be considered.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

* Must possess and maintain a valid Florida operator's driver's license with an acceptable driving record.

* Must obtain FEMA certifications IS-00200.b and IS-00800.b - within 12 months of hire.

* Must obtain APWA CPII certification - within 24 months of hire.

* Must obtain CMIT certification - within 24 months of hire.

SUPERVISORY RESPONSIBILITIES

Supervises 2 non-supervisory employee(s). Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

COMMUNICATION SKILLS

Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.

CRITICAL THINKING SKILLS

Ability to utilize common sense understanding in order to carry out written, oral or diagrammed instructions. Ability to deal with problems involving several known variables in situations of a routine nature.

SUPERVISION RECEIVED

Under direction where a definite objective is set up and the employee plans and arranges own work, referring only unusual cases to supervisor.

PLANNING

Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the work operations of a group of employees, all performing basically the same type of work.

DECISION MAKING

Performs work operations which permit frequent opportunity for decision-making of minor importance and also frequent opportunity for decision-making of major importance; the latter of which would affect the work operations of other employees and/or clientele to a moderate degree.
