GENERAL DESCRIPTION

This is skilled work in the operation and maintenance of the potable water facility. Includes assisting in both preventive and corrective maintenance of plant equipment, machinery and related apparatus. Works in supervisory lead capacity during assigned shift or in the absence of the Water Facility Chief Operator. Example:
Overall supervision of a particular shift, supervision of A, B, and C level operators, operator trainees and/or special projects. Work is carried out under the general supervision of the Water Facility Chief Operator and is reviewed through observation, conversation, and evaluation of results achieved.

ESSENTIAL JOB FUNCTIONS

The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.

  • The primary job duty of the lead operator is oversight of daily shift operations. Functions will include the assignment of job duties for operations staff. The assigned duties will support the objectives of operations to maintain optimal treatment throughout the treatment process and the distribution of the potable water throughout the distribution system and pump stations.
  • The lead will assign work orders to staff and generate status reports for the Chief Operator and/or Water Resources Operations Manager.
  • Assigned duties will include inspections of the treatment facility, monitoring of the plant using SCADA, generating trends and reports from SCADA for analysis, inspection of the remote sites, sample collection, on-site laboratory testing, data collection, data analysis, generator inspections, generator testing, and all other duties necessary in the operation of the facility.
  • The lead will evaluate laboratory tests and make necessary plant adjustments to maintain optimal treatment.
  • The lead will ensure all required reporting, testing, maintenance, and inspections of the facilities required by the operating permit.
  • The position requires the use of computers for the purpose of record keeping, data entry, report writing, training staff, and developing and implementing plant operations SOPs.
  • The lead will also be required to provide feedback for staff evaluations.
  • Assist in preventive and corrective maintenance, example; lubrication, oil changes, pump installation, and/or repairs. Ability to maintain effective working relationships with employees.
  • Assist in both preventive and corrective maintenance on City owned facilities; and maintain a clean and aesthetically pleasing work area.
  • Performs any other duties or tasks that may be assigned.
KNOWLEDGE, SKILLS & ABILITIES
  • Working knowledge of process control procedures and principles of water treatment, pump stations, and water distribution.
  • Ability to interpret lab analysis and make necessary adjustments to ensure a steady state of operations and proper record keeping.
  • Knowledge of occupational hazards and safety precautions of the work environment.
  • Ability to perform administrative duties on computer and has a working knowledge of the Microsoft Office.
  • Basic knowledge of the chemistry of water disinfection, hydraulics, the behavior of dynamic pressure systems, and pumps.
MINIMUM QUALIFICATIONS
  • High school diploma or valid equivalent.
  • Three (3) years of experience in the operation of water treatment plants.
  • Valid and current Florida Class "B" Water Certification as a minimum, or achievement of certification within one (1) year of employment.
  • Valid Florida Driver's license. A valid out of state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.

JOB LOCATION

All city owned buildings and facilities, all city owned land, city streets, all city rights-of-way and any location needed within the Apopka Urban Service Area.

  • Physical Requirements:

    Prolonged periods of sitting at a desk, standing, bending, stooping, climbing, pushing/pulling up to 50 lbs., digging, reaching over head, kneeling and lifting up to 50 lbs.
  • Environmental Conditions:

    Chemicals, extreme weather/temperature, heights, confined areas, strong odors, smokeust/pollen, animals, electrical currents, machinery, traffic hazards, and areas of excessive noise.
  • Sensory Requirements:
    Some tasks require the ability to perceive and discriminate sound, color, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
