This is a highly responsible administrative, technical and professional position that is charged with the responsibility of all plan reviews and building inspections that require compliance with the Florida Building Code and City ordinances. The position reports to the Growth Management Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Responsible for the regulatory administration and supervision of plan review, enforcement, inspection of building construction, and alteration projects that requires compliance with state and local codes.
  • Directly supervises the Deputy Building Official and serves as technical code advisor for entire permitting staff.
  • Provides overall direction concerning all the permitting and inspection of all construction within the City.
  • Serves as liaison to construction industry, state, contractors, and the public.
  • Testifies in all civil and non‑compliance cases.
  • Oversee cases prepared for prosecution, court or condemnation.
  • Trains all building inspectors.
  • Oversees all plan review functions and electronic plan review of all building plans.
  • Performs all the duties related to the ISO ratings.
  • Provides administrative guidance to technical and clerical staff engaged in construction permitting, inspection, and recording of data.
  • Reviews state statutes affecting construction and determines the impact on the City and department.
  • Review, research, and approve recommendations for adoption of departmental policies regarding issuing of permits, licensing of contractors, and inspection procedures.
  • Perform any other related duties as required or assigned.
  • To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    EDUCATION AND EXPERIENCE
    • High School diploma or GED.
    • Minimum of twelve (12) years of experience in the construction industry, architecture, engineering, or construction code inspections, or any combination of these.
    • Four (4) years of management experience.
    • A State of Florida Certification as a Building Code Administrator or the ability to obtain within twelve (12) months is required for the position.
    • An equivalent combination of education and experience may be considered.
    REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
    • Must possess a valid Driver's License and a driving record acceptable to the City's insurance carrier.
    • Possession of two or more Standard Inspectors/Plans Examiner Licenses for Building, Mechanical, Plumbing, Residential and/or Electric trades.
    • A State of Florida Certification as a Building Code Administrator, or the ability to obtain within twelve (12) months is required for the position.
    RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT

    Annual Budget Authority: $3,000,000

    SUPERVISORY RESPONSIBILITIES

    Directly supervises 1 subordinate supervisor(s) who supervise(s) a total of 10 employee(s). Supervises 0 non‑supervisory employee(s). Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

    COMMUNICATION SKILLS

    Ability to write reports, business correspondence, and policy/procedure manuals;
    Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    MATHEMATICAL SKILLS

    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.

    CRITICAL THINKING SKILLS

    Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.
