Job Summary The Human Resources Manager will participate in the daily functions of the Human Resources (HR) department including talent acquisition, performance management, benefits administration, learning and development, and leave administration. This position will work closely with the Chief Human Resources Officer (CHRO) in developing, implementing, and evaluating HR policies, programs, functions and activities. This position provides direct management and oversite to all non-exempt Human Resources positions and fills in for the CHRO in their absence, including serving as proxy in meetings when needed.

Additionally, this position serves as the HR partner for the Corrections team, working closely with the Chief Corrections Administrator to provide HR guidance and support.

Qualifications and Requirements Bachelor’s degree in Human Resources, Business Administration, or other related field strongly preferredPHR or SHRM-CP certification required.

A minimum of 5 years of experience in Human Resources, to include benefits management, leave administration, and talent acquisition experience.

A minimum of 3 years of leadership experience, to include leadership in Human Resources Previous experience in a healthcare setting preferred.

Previous experience working with Paycom strongly preferred.

Strong working knowledge of HR laws, regulations, and trends.

Strong computer skills and excellent attention to detail and follow-through skills.

Excellent communication skills, including writing, computer, and public speaking.

Demonstrated understanding of privacy rights. Must be able to maintain confidentiality in all medical, financial, and other sensitive materials, whether electronic, printed or otherwise.

Ability to manage multiple and simultaneous responsibilities and to prioritize scheduling of work.

Must demonstrate excellent internal and external customer service skills.

Must demonstrate personal and professional commitment to the mission of Heart of Florida Health System and its Mission and Vision Statement and the Achievement of Performance Standards of Principles of Practice.

Essential Functions Assists the Chief Human Resources Officer (CHRO) in the design, implementation and evaluation of programs and policies to help improve the employee experience.

Responsible for the supervision and development of all non-exempt HR staff, including but not limited to performance appraisals, disciplinary actions, and position modifications as necessary.

Responsible for the recruitment of all non-clinical and Corrections positions, offering proactive recruiting assistance to Departmental Directors, Managers and Supervisors – this includes pre-screening candidates, conducting screening interviews, partnering on in-person interviews, and extending offers of employment. Serves as the back-up for all clinical positions.

Attends job fairs and collaborates with staffing agencies as needed.

Manages the Applicant Tracking System (ATS), reviewing and making improvements as needed.

Manages the employee benefit programs, including educating employees and answering questions, processing elections and changes in Paycom, ensuring changes are entered into Paycom for open enrollment, and reconciles benefits statements for processing with Finance department.

Provides oversight for the learning and development programs, ensuring that content is current, relevant, and compliant with industry and regulatory standards.

Manages the performance evaluation program, to include assigning reviews, tracking reviews to ensure completion in a timely manner, reviewing and processing compensation adjustments while ensuring compliance with policy, and partnering with the CHRO to address exceptions as necessary.

Revises job descriptions upon request and as necessary.

Manages the FMLA process, including ensuring all required documentation is supplied within the appropriate timelines, requesting additional information when needed, approving/denying requests, keeping managers informed, updating Paycom, and tracking available/remaining time.
