Position: Building Plan Check Engineer

THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER.

The City of Oceanside is accepting applications for the position of Associate Engineer which will perform Building Plan Check Engineer duties. This position will support the Building Division in Development Services and will be dedicated to plan check and structural engineering support.

Responsibilities
  • Prepare preliminary cost estimates, specifications, reports, and plans for major public works projects.
  • Conduct studies to determine proper grading, drainage, and traffic requirements.
  • Apply standard design techniques for grading, plumbing, mechanical, electrical, and structural systems.
  • Coordinate acquisition and design of streets, parks, parking lots, box culverts, catch basins, traffic signals, medians, water systems, storm drains, and sanitary sewer systems.
  • Serve as project engineer on major engineering assignments and construction projects, and may lead other engineering staff and environmental compliance officers.
  • Examine plans and specifications to ensure compliance with applicable building codes, ordinances, and state regulations, including structural drawings, electrical, mechanical, plumbing, septic, and accessibility standards.
  • Interpret code and design requirements with building inspectors, planners, owners, contractors, engineers, architects, and environmental health officers, and resolve any compliance problems.
  • Prepare and maintain records, reports, and correspondence related to building plan review.
  • Explain disapprovals and modification recommendations to applicants for permits.
  • Coordinate with other departments on project requirements and prepare recommended solutions.
  • Develop informational handouts and checklists related to plan check requirements for public distribution.
  • Build and maintain positive working relationships with coworkers, city employees, and the public, providing good customer service.
  • Assist in training and coordinating the work of others and perform related duties as assigned.
Knowledge
  • Substantial knowledge and expertise in grading, plumbing, mechanical or electrical systems; structural engineering; building inspection; or state building regulations.
  • Land development concepts.
  • Building codes and related state and local regulations; principles of structural engineering for residential and commercial buildings; building materials and construction methods.
  • Pertinent federal, state, and local laws, codes, regulations, and ordinances enforceable by the City.
  • Procedures and techniques of plan review.
  • Principles of structural design and engineering mathematics.
  • Research methods and sources of information related to building code enforcement.
  • Principles and techniques of building plan examination work.
  • Modern office procedures, methods, and equipment including computers and applicable software applications.
  • Principles of record keeping and basic report preparation.
  • Principles of business letter writing.
Ability
  • Accurately read and interpret building plans and drawings; make accurate structural calculations; establish and maintain cooperative relationships with contractors, architects, owners, and the public.
  • Tactfully, courteously, and firmly enforce all code requirements.
  • Prepare and maintain accurate calculations, records, and reports; maintain current knowledge of applicable codes and regulations.
  • Understand, interpret, and explain department and program policies, procedures, rules, codes, laws, and operational procedures.
  • Analyze, evaluate, and solve building and code problems/issues, taking appropriate action.
  • Apply City codes and policies regarding building and zoning.
  • Locate, read, and interpret building plans, maps, engineering calculations, soil reports, project specifications, and industrial blueprints.
  • Maintain and update accurate records and files.
  • Prepare clear and concise reports.
  • Work independently and efficiently to carry out assignments.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and carry out oral and written instructions.
