Position Overview

Senior Engineering Assistant in the Development Services – Engineering Division. Provides support to engineering, building, planning, and code enforcement divisions, with an emphasis on GIS, AutoCAD, MS Project, webpage design/maintenance, schedule updates, record keeping, and filing.

Responsibilities
  • Support engineering projects, including capital project assistance, progress payment processing, field and office surveying.
  • Assist with FEMA compliance related to Elevation Certificates.
  • Provide accurate information and assistance to developers, contractors, and the public regarding City street, storm drain, water, and sewer systems, including encroachment permits.
  • Plan check – construction plan reviews to ensure compliance with City specifications and codes.
  • Coordinate and supervise staff in answering public inquiries and providing engineering information.
  • Maintain current knowledge of City ordinances regarding street, storm drain, floodplain, survey, water, and sewer systems.
  • Assist in updating master plans for storm drain, water, sewer, and other related systems.
  • Provide installation cost estimates and associated fee amounts.
  • Attend and participate in meetings with developers and contractors.
  • Review, correct, and propose improvements to street, storm drain, floodplain, traffic studies, and improvement plans.
  • Inspect traffic signal installations and review signal operations.
Knowledge Required
  • Engineering principles applied to street, storm drain, water, and sewer systems.
  • Floodplain management practices.
  • Traffic engineering practices.
  • Land surveying, drafting, and surveying techniques.
  • Engineering, surveying, and mapping nomenclature and instruments.
  • Mathematics (algebra, geometry, trigonometry) applicable to engineering.
  • Customer service techniques.
  • City ordinances, policies, and procedures.
  • Supervision, training, and evaluation principles.
  • Modern office procedures, computer use, and relevant software applications.
  • Record‑keeping procedures.
  • Pertinent federal, state, and local laws, codes, and regulations.
Abilities
  • Read and interpret construction plans and specifications.
  • Respond to public requests and inquiries.
  • Review traffic operations and recommend safety improvements.
  • Explain City codes and ordinances.
  • Supervise and train subordinate staff.
  • Prepare clear reports and visual presentation aids.
  • Perform accurate arithmetic calculations.
  • Work independently and efficiently.
  • Communicate clearly orally and in writing.
  • Follow oral and written instructions.
  • Establish and maintain effective professional relationships.
Experience and Training

Two years of field, office engineering support, surveying, or traffic engineering experience.

Equivalent to an Associate’s degree from an accredited college in engineering or a related field.

A Bachelor’s degree in GIS, Civil Engineering, or Web Design/Coding may be considered in lieu of the additional experience.

Licensing

Valid California driver’s license required.

Environmental & Physical Conditions
  • Office and field work, including travel between sites.
  • Exposure to noise, dust, grease, smoke, fumes, gases, and traffic.
  • Physical requirement to sit, walk, or stand for prolonged periods.
  • Speaking, hearing, and visual acuity for reading specifications and drawings.
Background and Medical Requirements

Prospective employees must successfully pass a background reference check (live‑scan fingerprint) and a medical examination.
