Position: Massage Therapy Associate (Part-time) Instructor Pool 2021 - 2022

Working Title:

DIRECTOR OF EXTERNAL AFFAIRS

Appointments above the maximum of the normal range may be considered based on recruitment and retention issues or exceptional skills. Appointment to this position will be made on a permanent exempt basis.

Under the broad policy direction of the Executive Director/CEO, plans, directs, manages and oversees all activities and operations of the External Affairs Division including Communications, Press/Media Relations, Marketing, Customer Service, Telephone Information, Parking Services and Administrative Hearings, Regulatory Affairs, Accessible Services, and Local, Regional, State and Federal Government Affairs. The Director of External Affairs coordinates assigned activities with other executive staff, departments and outside agencies;

provides highly responsible and complex management and policy support to the Executive Director/CEO; and performs related duties as assigned.

Essential Duties

Assumes full management responsibility for all Division programs and activities and directs the development and implementation of related policies and procedures; oversees the development and implementation of Division and Agency goals, objectives, policies and priorities for each program area; establishes, within Agency policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures and allocates resources accordingly;

oversees through subordinate management staff, the delivery of Division services and works with key staff to identify and resolve problems; assesses and monitors work load, administrative and support systems, and internal reporting relationships and identifies opportunities for improvement and directs and implements changes; selects, trains, motivates and evaluates assigned personnel and provides or coordinates management staff training; oversees and participates in the development and administration of the Division budget;

explains, justifies and defends Agency programs, policies and activities and negotiates and resolves sensitive and controversial issues; represents the Agency and coordinates activities with other executive staff, other City departments, elected officials and outside agencies; provides staff assistance to the Executive Director/CEO and participates in the development and modification of Agency short and long-range plans; monitors developments and legislation related to assigned areas of responsibility, evaluates impact on Agency operations, and recommends and implements policy and procedure improvements;

and prepares and presents reports to senior executive management and the MTA Board of Directors.

Minimum Qualifications

Qualifications:

Baccalaureate degree in Public or Business Administration or a closely related field, a graduate degree is desirable and at least ten (10) years of experience in planning, marketing or public relations program administration which must have included at least six (6) years of senior management responsibility. Successful organizational change management experience required. Executive level experience desired.
