Description:
Under the broad policy direction of the Executive Director/CEO, the Director of Finance and Administration is responsible for the overall direction and administration of all functional areas and activities related to financial services and human resources for the Municipal Transportation Agency (MTA). MTA employs approximately 5,000 people in diverse occupational fields with an operating budget of approximately $678 million. Areas of responsibility include Financial Planning, Budget Development and Administration, Revenue Collection, Financial Process and Control, Payroll, Capital Grants, Real Estate, Financial Reporting and Accounting, Contract Compliance, Contract Administration and Management, Employee and Labor Relations, Equal Employment Opportunity, Recruitment and Classification, Workers’ Compensation, and Employee Services.
The incumbent in this position directs the development and implementation of fiscal and human resources policies, goals and objectives; manages organizational changes; ensures the enforcement of all applicable laws, ordinances and regulations; prepares and presents reports to senior executive management and the MTA Board of Directors; and performs related duties as assigned.
Essential Duties:
Oversees all functions and activities of the Finance and Administration Division; consults with and provides direction to subordinate managers regarding their specific areas of responsibility; directs the development and implementation of Division goals, strategic plans, policies, procedures and work standards; confers and negotiates with local, regional, state and federal agencies regarding applicable regulations, legislation, and policies; confers and negotiates with City administrative officials, City Attorney, public representatives, and others regarding issues related to fiscal and human resources activities;
represents the Agency before legislative bodies, administrative officials, public agencies, community groups, labor organizations, and the general public; and makes presentations to the MTA Board of Directors, and other boards, commissions and legislative bodies.
Desirable
Qualifications:
Baccalaureate degree in Business, Public Administration or related field, a graduate degree is desirable and at least ten (10) years of experience in finance and human resources functions for a large governmental jurisdiction which must have included at least six (6) years of senior management responsibility. Successful organizational change management experience required. Executive level experience desired.
