Description

The City's Sphere of Influence has recently expanded by 94 square miles, providing the opportunity for the development of large-scale master planned communities with integrated freeway, parks, trails, and infrastructure systems. As one of the most affordable and rapidly growing housing markets in California, the City continues to attract the nation's largest homebuilders and commercial developers.

Therefore, the City of Bakersfield is seeking a seasoned and enthusiastic building professional to help manage this time of growth. Under the direction of the Building Director, the Assistant Building Director assists in the managerial operations of the plan check and permitting, construction inspection, and code enforcement activities of the City.

The City will benefit from an Assistant Building Director who will cultivate and maintain successful working relationships with developers, contractors, and architects so that sound development continues to occur.

Representative Duties

The Building Division's purpose is to promote health and safety in the construction and maintenance of buildings and structures, and the maintenance of property through the enforcement of uniform building construction codes, conservation standards, regulations, and ordinances. The Division provides quality services to the community in a comprehensive, efficient, knowledgeable, and helpful manner.

The Division is comprised of three sections:
Permit and Plan Checking, Construction Inspection, and Code Enforcement. It had a FY 05/06 budget of $6,290,997 and a staff of 64 members. In 2005, it issued 13,621 building permits, including 5,216 new single‑family residences, with a construction valuation of $1,.

In addition to standing in for the Building Director in his absence, the Assistant Building Director will also sit in as a Hearing Officer from time to time, requiring excellent interpersonal and communication skills and sound judgement. Political astuteness is valued, while political involvement is not required.

Minimum Qualifications

Ideal qualifications:

  • Bachelor's Degree in Engineering, Architecture, Business, Public Administration, or related field and five years of professional experience in building inspection, construction, engineering, administration, and related activities, including two years at a supervisory level.
  • Registration as a professional Civil Engineer or Architect and/or certification as a Building Official within the State of California is highly desired.

Vacation

Accrual rate is determined by bargaining unit:
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.

Vacation - Fire Safety Shift Personnel Only

1-4 years of service: 4.68 (24‑hr. duty shifts)
5-15 years of service: 7.02 (24‑hr. duty shifts)
16+ years of service: 9.36 (24‑hr. duty shifts)

Holidays

13 paid holidays per year.

Sick Leave

Earned at the rate of one working day per month of service to a maximum of 120 days; portions thereafter may be convertible.

Administrative Leave

10 days per year for General Supervisory and Management employees.

Insurance

Retirement

Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement website for additional information.
