Working Title: DIRECTOR OF PARKING AND TRAFFIC

Description:
Under the broad policy direction of the Executive Director/CEO, plans, organizes and directs the functions and activities of the Parking and Traffic Division, including Operations, Enforcement, Engineering and the Parking Authority. The Director of Parking and Traffic assumes complete responsibility for the development and implementation of Agency policies, goals and objectives for Parking and Traffic Division functions; manages organizational changes; ensures the enforcement of all applicable laws, ordinances and regulations;
represents the Division before meetings of legislative bodies, administrative officials, public agencies and private groups; and prepares and presents reports to senior executive management and the Municipal Transportation Agency Board of Directors.
Assumes full management responsibility for all Parking and Traffic Division activities and functions, and directs the development and implementation of related policies and procedures; oversees the development and implementation of Division goals, objectives, policies and priorities; directs parking policies and operations, including oversight of City‑owned parking garages and metered lots; the investigation of on‑street parking availability; the enforcement of parking regulations;
the establishment, enforcement and administration of residential permit parking zones; meter planning, collection, coin counting and maintenance; parking control, ticket enforcement, towing, scofflaw programs; and off‑street parking programs. The incumbent also directs traffic planning and research; oversees the development and implementation of programs to improve street traffic and safety; administers traffic sign and signal maintenance; and authorization and administration of colored curb markings.
The Director monitors and evaluates performance based on Division and Agency‑wide goals; directs the development and implementation of the Division budget; monitors organizational structure, staff assignments and administrative systems required to accomplish the Division’s goals and mission; and confers and negotiates with staff in various City departments, administrative officials of local, regional, state and federal agencies and other groups on matters affecting the Division.
Desirable
Qualifications:
Baccalaureate degree in Public or Business Administration, Engineering or a closely related field required, a graduate degree is desirable and at least ten (10) years of experience in parking and traffic functions, including operations, enforcement and engineering for a large governmental jurisdiction, which must have included at least six (6) years of senior management responsibility. Successful organizational change management experience required.
Executive level experience desired.
