Overview
The National Security Sector (NSS) seeks qualified and trained Journeyman-level Knowledge Managers to provide on-site support to USCYBERCOM elements, enabling mission success by enhancing information discoverability, streamlining internal communication processes, and improving the sharing and reuse of critical Cyber operational data.
Responsibilities- Provide timely, accurate, relevant Knowledge Management (KM) support to USCYBERCOM J3, CNMF, and JTF-ARES, through direct support to development and hands‑on implementation of KM strategies, policies, and procedures to improve the ability to capture, share, and reuse critical knowledge.
- Enable implementation of KM strategies and tools in alignment with the USCYBERCOM Chief Knowledge Officer (CKO) and contract KM professionals, promoting information sharing of Cyber operational data.
- Support USCYBERCOM J3 organizational decision‑making through promotion of a culture that streamlines information sharing, discoverability, and policy management.
- Post, edit, manage, and maintain KM content across classified and unclassified USCYBERCOM websites and portals.
- Develop consistent, repeatable processes for responding to external and internal Requests for Information (RFIs).
- Create, manage, and archive documentation and data in compliance with DoD records‑management regulations, establishing and maintaining file structures to ensure effective data access and discoverability.
- Develop and maintain Tactics, Techniques, and Procedures (TTPs) to guide the flow of information, tested through training and exercises.
- Participate in the Knowledge Management Working Group (KMWG) and relevant KM‑focused meetings and training sessions.
- Assist in defining command‑wide KM priorities, mission objectives, and key performance indicators (KPIs); develop performance measures and provide regular progress reporting.
- Optimize the use of the Workload Management System (WMS) by refining processes for monitoring, task assignment, and collaboration.
- Analyze existing business processes and recommend technology solutions to improve collaboration, policy management, and operational effectiveness.
- Identify, promote, and support KM best practices across directorates to build a culture of knowledge sharing and transparency.
- Active Top Secret/SCI (TS/SCI) security clearance with polygraph is required.
- Five to eight or more years of experience in Knowledge Management, Information Management, or related fields, preferably within the DoD or Intelligence Community working on unclassified and classified networks.
- AA/AS degree, with preference for BA/BS; additional years of experience may be considered in lieu of a degree.
- Strong knowledge of Knowledge Management frameworks, DoD records‑management policies, and collaborative technologies (e.g., SharePoint, MS Teams, WMS, JIRA).
- Proven ability to manage complex data environments and support cross‑functional coordination.
- Experience working in high‑tempo, classified environments within the DoD or intelligence agencies, with excellent written, verbal, and visual communication skills, able to craft SOPs, TTPs, briefings, and executive documentation.
- Independent and proactive, capable of supporting USCYBERCOM J3, CNMF, and JTF‑ARES organizational leadership.
- Master’s degree in Knowledge Management, Information Science, Information Systems, Library Science, Business Administration, or related field, and ten or greater years of experience.
- Certified Knowledge Manager (CKM) or equivalent KM training.
- Familiarity with USCYBERCOM organizational structure and operational environment.
- Experience implementing KM tools, conducting process improvement initiatives, or participating in digital transformation efforts.
- Prior experience in Cyber Operations, Intelligence, or Joint Targeting.
- Demonstrated focus on technical content design or theory of design thinking, and implementation of automated workflows and dashboards.
- Experience developing metadata schemas or managing taxonomies.
- Familiarity with Cybersecurity principles or NIST Risk Management Framework (RMF).
- Working‑level knowledge of DoD 5015.2 records‑management standards and KM strategy development.
- Prior participation within USCYBERCOM KM Working Groups or governance bodies.
