Position Information

TxDOT’s Odessa District office is seeking a Contract Specialist II/III/IV or V to join our Construction team. In this role, you will play a crucial part in developing, analyzing, and reviewing contracts to ensure compliance and optimal execution. You will work independently on a variety of assignments while engaging extensively with division and district personnel to facilitate smooth operations.

Responsibilities

Contract Specialist II:

  • Develops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
  • Audits payment invoices for completeness, accuracy and compliance with contract terms.
  • Executes agreements and contracts.
  • Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics, or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
  • Meets with project managers to identify objectives, needs and issues concerning project contracts.
  • Provides technical and administrative support for contracts, billing, payment and dispute resolution.
  • Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.
  • Processes routine open records requests.
  • Serves on project, partnering or quality management teams.
  • Performs other job responsibilities as assigned.

Contract Specialist III:

  • Researches state and federal statutes, opinions, Department policies and previous contracts.
  • Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.
  • Performs other job responsibilities as assigned.

Contract Specialist IV:

  • Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
  • Assists in developing plans for implementing new contract evaluation requirements.
  • May serve as a lead worker and performs related tasks.
  • Performs other job responsibilities as assigned.

Contract Specialist V:

  • Monitors contract performance by examining billings, fiscal data and eligibility determinations for compliance with terms and policies; recommends cancellation of contracts when deviations occur.
  • Acts as a lead worker, resource for complex questions, presents workflow and operational updates, provides input on career conversations, approves leave requests.
  • Makes presentations at local, state and federal levels.
  • Meets with project managers to identify objectives, needs and issues concerning project contracts.
  • Performs other job responsibilities as assigned.
Minimum Qualifications

Education: Bachelor’s degree in business administration, finance or related field. Relevant work experience may be substituted for degree on a year‑per‑year basis. Substitutions for Minimum Qualifications.
