Primary
Purpose:
To ensure compliance to established policies, procedures, rules, and/or regulations pertaining to special education Full and Individual Evaluations (FIE) and Individual Education Plans (IEP/ARD) via a remote virtual platform. Implement the special education appraisal process. Assess the educational, learning styles, and program needs of students referred to special education services. Provide diagnostic information and work cooperatively with instructional personnel to provide the most appropriate programs for students with disabilities.
MUST RESIDE IN THE STATE OF TEXAS.
Qualifications:
Education/Certification:
* Master's Degree
* Texas Educational Diagnostician Certificate
* Such alternatives to the above qualifications as the Board may find appropriate.
* Texas Resident
Special Knowledge
Skills:
* Knowledge of diagnostic procedures, education of special education students, human development, and learning theories.
* Ability to keep technical and professional records and to make appropriate reports and recommendations.
* Strong organizational, communication, and interpersonal skills.
* Ability to effectively utilize virtual technology to conduct IEP meetings.
Experience:
* At least three years as a teacher
* At least three years as a special education teacher/case manager (preferred)
* At least one year as an ARD Facilitator (preferred)
Major
Responsibilities and Duties:
* Determine eligibility for placement in special instructional program as member of a multidisciplinary team
* Maintain a clear understanding of the 13 qualifying disabilities for special services as well as a clear understanding of dyslexia qualifications.
* Plan and develop individual educational plans based on individual strengths and weaknesses according to local guidelines and current state-federal regulations.
* Interpret evaluation that was conducted by in-person diagnostician and present those results at ARD meeting
* Constantly communication with diagnostician compleing evaluation
* Recommend dismissal when service is no longer needed.
* Determine skills to be mastered by the student.
* Determine strategies, techniques and classroom management to be employed by the teacher.
* Interpret test data both educational and diagnostic prior to educational planning.
* Virtually collaborate with special education teacher(s), local ECISD assessment staff, and/or other school personnel to examine relevant data.
* Determine if Individualized Educational Plan is meeting the best instructional needs of the student.
* Evaluate student progress based on Individualized Educational Plan.
* Determine if the Individualized Educational Plan requires additional information.
* Maintain confidential eligibility records accurately and within timelines.
* Remotely provide consultation to regular classroom teacher.
* Serve as a member of the Annual Review Committee for reviewing progress of each individual student.
* Recommend continuation in a specific program for the following school year.
* Recommend change in categorical placement for the following school year.
* Ensure that the legal files contain required documentation for monitoring and any other court requested purposes.
* Disseminate information regarding current laws and court cases that change special education practices (to multidisciplinary team members) and/or dyslexia practices.
* Stay current on all federal, state, and local special education guidelines as well as the Dyslexia Handbook.
* Remotely attend all PLC's, trainings, and district meetings as assigned.
* Maintain an up-to-date/current virtual calendar and provide access to supervisor.
* Work with ECISD attorney in preparation for ARD meetings and other legal proceedings including advocacy groups and/or other legal representatives.
* Determine educational level at which the student can function.
* Maintain records for purpose of Medicaid reimbursement.
* Coordinate services with outside agencies.
