Job Title: Finance Accountant – Bond & Grant Management Wage/Hour Status: Exempt

Reports to: Assistant Director of Finance Pay Grade: Admin Pay 2 Department/Campus: Finance Days: 227

Primary

Purpose:

Assist with the identification, development, financial management, compliance, and reporting of the District's bond programs, capital projects, and grant funds. This position supports all phases of the grant lifecycle, including funding opportunity research, application development, budget preparation, financial administration, compliance monitoring, reimbursement management, and grant closeout while ensuring proper stewardship of district resources.

Education/Certification:

  • Bachelor's degree in business, accounting, finance, public administration, or a related field

Special Knowledge

Skills:

  • Working knowledge of governmental accounting and financial reporting
  • Knowledge of accounting, auditing, budgeting, and internal control principles
  • Knowledge of grant development, grant administration, and grant compliance requirements
  • Strong research, technical writing, organizational, communication, and interpersonal skills
  • Ability to analyze and interpret financial and programmatic data
  • Ability to manage multiple projects, deadlines, funding sources, and reporting requirements
  • Proficiency in Microsoft Office applications, financial systems, spreadsheets, and databases
  • Ability to document procedures and implement policies and processes

Experience:

  • Two years of governmental accounting, grant administration, grant writing, or related experience preferred
  • Experience with public school finance, bond accounting, capital project accounting, or grant management preferred

Major

Responsibilities and Duties:

  • Grant Development and Funding Acquisition
  • Research and identify federal, state, local, private, foundation, and nonprofit funding opportunities that support district priorities
  • Coordinate with campuses, departments, and district leadership to identify funding needs and develop funding strategies
  • Prepare, write, edit, and submit grant applications, narratives, budgets, amendments, and supporting documentation
  • Maintain a district grant calendar and monitor Final date to receive applicationss, reporting deadlines, and compliance requirements
  • Coordinate internal grant review and approval processes
  • Maintain grant application records, award documentation, and funding histories
  • Bond Accounting and Reporting
  • Establish and maintain accounts and budgets for bond activities and capital projects.
  • Monitor bond expenditures and project budgets to ensure proper use of funds
  • Collaborate with Operations and other departments regarding bond-funded projects
  • Maintain financial records related to bond projects and capital expenditures
  • Reconcile payment applications, statements, and supporting documentation
  • Assist in the preparation of bond-related financial reports, audit schedules, and disclosures.
  • Grant Accounting, Compliance, and Reporting
  • Establish and maintain accounts and budgets for grant programs
  • Monitor grant expenditures to ensure compliance with grant requirements and approved budgets.
  • Collaborate with program directors and departments regarding grant financial management and implementation
  • Prepare reimbursement requests, expenditure reports, and required financial submissions.
  • Record revenue, expenditure, and indirect cost transactions related to grant activity
  • Provide training and guidance regarding grant financial administration and compliance requirements.
  • Financial Administration and Reporting ? Review financial data for accuracy, reasonableness, and compliance
  • Ensure compliance with applicable federal, state, local, grant, bond, and district requirements through proper documentation, monitoring, reporting, and internal controls
  • Prepare journal entries, budget transfers, and month-end and year-end closing activities.
  • Prepare bond and grant financial reports, work papers, audit schedules, and supporting analyses.
  • Design and maintain spreadsheets, databases, and tracking systems supporting bond and grant activities
  • Collaborate with campuses, departments, district leadership, Operations, Finance staff, and funding agencies to support bond and grant activities
  • Assist Finance leadership in ensuring compliance with governmental accounting standards and district financial procedures
  • Perform other duties as assigned
  • Implement policies established by federal and state law, State Board of Education rule, and local board policy
