Contract Specialist II/III/IV/V (Construction)

TxDOT's Odessa District office is seeking a Contract Specialist II/III/IV or V to join our Construction team. In this role, you will play a crucial part in developing, analyzing, and reviewing contracts to ensure compliance and optimal execution. You will work independently on a variety of assignments while engaging extensively with division and district personnel to facilitate smooth operations. At TxDOT we value employee work-life-balance.

Salary Plan/Grade:

  • Contract Specialist II: B18 ($45,521 - $71,055)
  • Contract Specialist III: B20 ($51,158 - $81,351)
  • Contract Specialist IV: B22 ($57,614 - $93,138)
  • Contract Specialist V: B24 ($65,104 - $106,634)

Position Description

Performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials, division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

  • Contract Specialist II:
    • Develops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and/or reports.
    • Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
    • Executes agreements and contracts
    • Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
    • Meets with project managers to identify objectives, needs and issues concerning project contracts
    • Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.
    • Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.
    • Reviews coordinates and processes routine open records requests
    • Serves on project, partnering or quality management teams.
    • Performs other job responsibilities as assigned.
  • Additional duties for Contract Specialist III:
    • Researches state and federal statutes and opinions, Department policies and previous contracts.
