Description

Cascade Process Controls is hiring a Powerline / Lineman Division Manager that owns the full P&L, safety performance, and growth of Cascade’s powerline services division. This role builds and runs distribution and overhead/underground line construction crews serving utilities, electric cooperatives, midstream operators, and industrial end users.

The Manager is accountable for crew productivity, equipment utilization, customer relationships, and margin — and for integrating powerline work with Cascade’s existing Instrumentation & Electrical, Fiber/HDD, Line Service, and Valve Service lines.

This is a builder role. The successful candidate will stand up crews, systems, and customer relationships — not simply administer an existing book of business.

KEY RESPONSIBILITIES:

Division P&L and Growth
  • ? Own revenue, gross margin, and EBITDA performance for the powerline division; deliver against annual budget and quarterly forecasts
  • ? Build and execute the division growth plan: target accounts, service territory expansion, and crew scaling
  • ? Price and approve estimates for unit-price, time-and-material, and lump-sum work; own bid strategy and margin discipline
  • ? Negotiate and manage MSAs, rate sheets, and change orders with utilities, cooperatives, and industrial customers
  • ? Manage subcontractor selection, pricing, and performance
Operations and Execution
  • ? Plan and dispatch line crews across multiple concurrent jobs and basins; own scheduling, manpower loading, and crew-to-job fit
  • ? Direct overhead and underground distribution construction: pole setting and framing, conductor stringing and sagging, transformer and switch gear installation, terminations, sectionalizing, grounding, guying and anchoring, and right-of-way work
  • ? Oversee energized and de-energized work planning, switching and tagging coordination with utility system operators, and storm and emergency restoration response
  • ? Own job costing discipline — daily production reporting, unit tracking, timesheet accuracy, and job cost variance review
  • ? Drive billing velocity: timely field ticketing, customer sign-off, and coordination with accounting to protect DSO
  • ? Manage fleet and equipment strategy for digger derricks, bucket trucks, pullers and tensioners, reel and wire trailers, and support vehicles — including utilization, maintenance, DOT compliance, and buy/rent decisions
Safety and Compliance
  • ? Own division safety performance; enforce Cascade’s safety program in the field with zero tolerance for shortcuts
  • ? Ensure compliance with OSHA 29 CFR  and 1926 Subpart V, NESC, NEC, and applicable utility client work rules
  • ? Lead job hazard analyses, tailgate briefings, minimum approach distance enforcement, rubber goods and dielectric equipment inspection and testing programs, and grounding procedures
  • ? Conduct incident investigations, root cause analysis, and corrective action follow-through
  • ? Maintain DOT/FMCSA compliance for CDL drivers, hours of service, and vehicle inspections
  • ? Maintain client safety prequalification standing (ISNetworld, Avetta, Veriforce) and EMR performance
Workforce Development
  • ? Recruit, hire, and retain journeyman linemen, apprentices, equipment operators, and groundmen in a tight labor market
  • ? Establish and administer an apprenticeship and progression program with defined step criteria and pay bands
  • ? Set performance expectations, conduct reviews, and manage discipline and terminations in coordination with HR
  • ? Build a bench of foremen and general foremen capable of running work without daily oversight
Business Development
  • ? Develop and maintain relationships with electric cooperatives, investor-owned utilities, municipal utilities, EPCs, and industrial and midstream customers
