Director of Human Resources and Personnel
The Director of Human Resources and Personnel leads, plans, and implements all Human Resource and Personnel functions for District 203, including recruitment, benefits, employee relations, and policy compliance. This position serves as a key member of the district leadership team and a trusted partner to the Superintendent, administrators, and employees across all staff groups.
Duties:
- Serve as a member of the district's leadership team through actively participating in and contributing to leadership team/Board of Education meetings and initiatives.
- Identify, plan, and implement strategic objectives for all human resource and personnel policies, procedures, and functions.
- Plan, organize, and direct the district's efforts to recruit, employ, and retain qualified instructional, administrative, and support personnel. Lead practices and procedures related to the employment and release of all personnel.
- Plan, organize, implement, and evaluate staff onboarding and offboarding practices and procedures.
- Review and maintain employee handbook.
- Coordinate licensure and ensure qualifications are aligned with state and federal guidelines for all personnel.
- Partner with Director of Finance and Payroll Manager to prepare contracts, at-will agreements, and salary verification forms.
- Ensure compliance with all regulatory and legal requirements as they relate to the human resources functions. Manage and oversee human resources administrative functions, including personnel files, the applicant tracking system, and all other personnel actions and administrative responsibilities related to Human Resources.
- Coordinate the development and maintenance of job descriptions.
- Act as the employee benefit coordinator for health/dental/life insurance, 403(b) plan, Flex 125 plan; lead the district's insurance committee.
- Oversee accident reporting procedures and the workers' compensation program.
- Delegate responsibility to appropriate staff members to ensure that the day-to-day human resource functions are carried out. Personally manage the human resources staff members responsible for the administrative areas of human resource functions.
- Lead employee relations strategy across all staff groups, including investigations into complaints, allegations, Title IX matters, remediation plans, supervisory conferences, progressive discipline, and termination proceedings. Serve as the primary HR resource for administrators navigating complex or sensitive personnel matters.
- Administer the grievance procedure across multiple bargaining units, serving as the district's designee at formal grievance stages and the first administrative level above the building principal. Provide day-to-day guidance to administrators and employees on personnel issues, contract interpretation, and labor relations matters.
- Support collective bargaining processes, including contract research, CBA interpretation, and ongoing labor relations with employee associations representing instructional, support, and paraprofessional staff groups.
- Evaluate staff performance as assigned.
- Perform other duties as assigned.
Qualifications:
- Minimum of a master's degree in school administration or a bachelor's degree in human resource management.
- At least five years of successful experience in school administration or as a human resources generalist preferred.
Skills:
- Strong leadership, management, and organizational skills
- Knowledge of federal, state, and local labor/employment laws and regulations
- Excellent oral and written communication skills to work with teachers, support personnel, administrators, and the general public
- Ability to maintain a positive work environment and demonstrate flexible, well-developed interpersonal skills.
- Proficient in Microsoft Office Suite (Outlook, Word, Excel, etc.) and experienced with HRIS, applicant tracking, and benefits administration platforms.
- Ability to navigate and interpret collective bargaining agreements across multiple employee groups.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer
- Ability to move throughout district buildings as needed
- Occasionally required to stand, walk, bend, or reach
- Ability to lift and carry up to 20 lbs.
- Ability to push and pull up to 10 lbs.
