Duties

  • At GS-09 level, duties performed in a developmental capacity.
  • Direct compliance responsibilities for physically stored hazardous materials at the DLA Disposition Services site, including a 90-day hazardous storage facility and/or a Conforming Storage Facility for all hazardous materials generated.
  • Coordinate a Conforming Storage Facility for all hazardous materials generated throughout a state area or equivalent.
  • Determine when permits are required, prepare or coordinate applications, and resolve any problems to ensure permits are obtained on time.
  • Perform tasks related to all technical aspects of the environmental disposal program at full-service sites including hubs, retrogrades, special contracts or unusual waste streams.
  • Ensure the facility remains or comes into regulatory compliance.
  • Conduct pre-receipt inspections of hazardous materials and waste generation.
  • Provide technical guidance to field office materials handling personnel performing receiving/warehousing functions.
  • Establish and furnish guidance to sales and reutilization personnel pertaining to the RTD/Sales of hazardous materials and waste.
  • Furnish guidance to DLA Disposition Services personnel pertaining to all applicable environmental regulations and policies.
  • Implement and administer an Environmental Management System (EMS) for designated site(s).
Requirements

    Set Schedule.

    Non-Critical Sensitive.
  • Appointment subject to completion of a favorable suitability or fitness determination; unfavorable adjudicated background checks will be grounds for removal.

    Non-Exempt.

Qualifications

To qualify for an Environmental Protection Specialist, your resume and supporting documentation must support specialized experience meeting the level requirements for GS-09 or GS-11. The following outlines the required specialized experience and education.

  • Specialized

    Experience:

    One year of specialized experience equivalent to the GS-09 level (or GS-07 for GS-09, GS-09 for GS-11). Experience must be in or related to the position.
GS-09
  • Utilize and interpret practices and procedures for receipt, storage, sale and reutilization and disposal activities related to environmentally sensitive material and waste for a variety of DoD activities.
  • Understand and follow the principles of the Environmental Program by providing guidance and assistance to generator personnel, DLA Disposition Services personnel, and customer/contracted personnel.
  • Apply various local, state and federal rules, regulations and laws related to receipt, storage, handling, transportation, sale and other disposal requirements of hazardous and toxic materials and waste.
GS-11
  • Perform tasks related to the oversight of disposal contracts.
  • Perform inspections of materials, containers and storage facilities to determine their nature and condition.
Experience and Education

Education Substitution:
Must demonstrate the knowledge, skills, and abilities necessary to do the work. Education from an accredited college or university. Submit a transcript if education is used in lieu of specialized experience.

  • GS-09:
    Master’s or equivalent graduate degree; or 2 full years of progressively higher-level graduate education.
  • GS-11:
    Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education.
  • Combination of education and experience may be used to meet qualification; percentages must add to at least 100%.
Physical Demands

Performance requires frequent inspections of generator collection points, field office warehousing facilities and observation of customer/contractor operations. This requires extended walking and standing.

Work Environment

Regular and recurring exposure to adverse weather conditions and to hazardous collection and storage facilities. Use of limited safety equipment such as hard hats, safety shoes and other safety apparel may be required.
