Under the general guidance and supervision of the Weber County Director of the Homeland Security and Emergency Management Division, who is also the Emergency Manager. Performs administrative work planning, organizing, and coordinating the activities of assigned functions within the Division with a primary focus on administrative duties for the department and management of the Volunteer Programs.
Essential FunctionsAssist with the Weber County CERT Program by scheduling the monthly Weber County CERT Council meetings, preparing an agenda, assisting the Council Chair in conducting the meetings, recording and distributing the meeting minutes, arranging bi-monthly trainings, sending out invitations, setting up the training instructors, conducting the training sessions, setting up and administering the delivery of the two yearly CERT Courses, keeping the roster, arranging the trainings with instructors, collecting the fees for the backpacks and equipment purchased by the CERT Course attendees, making sure that all course requirements are met by attendees and planning and executing the mock disaster operations of the final CERT course class.
Maintains all CERT equipment, inventory and maintenance including that within the CERT Truck. Assist city CERT Council Members with their programs regarding support and mentoring.
Assist the county Emergency Communications Team/ARES Emergency Coordinator with any needs including supporting the monthly meetings, assisting with uniforms, minutes for the meetings, call-out scheduling including for planned events, assist with training needs and overall support for the program. Assists in the administration of the applicant process. Bring any equipment concerns and needs to the Homeland Security and Emergency Management Division Director's attention for the team.
Assist the Logistics Team in making sure that all program equipment within the Mobile Command Post (MCP) and in the field is maintained appropriately for the Commo Team use in support of planned and real events.
Assist with volunteer programs, including (but are not limited to) administrative management of the Weber County Community Emergency Response Team (CERT) Program, the Weber County Emergency Communications Team/A.R.E.S., the spontaneous volunteer and donations management programs, and disaster/incident assistance center programs.
Assist the department director with administrative duties included and not limited to meeting and training scheduling, agendas, meeting minutes, equipment maintenance, filing, organization of emergency management supplies and preparedness materials used for outreach and program activities.
Assists the EM Tech/Planner with the logistics responsibilities for the Weber County Emergency Management department and planning preparedness, as assigned. Serves as a backup to the EM Tech/Planner regarding planning, equipment management and Logistics Team needs in their absence. Understands the Weber County emergency plans and Emergency Coordination Center (ECC) functions, assists with preparedness training for Weber County departments and other partners in their ECC roles. Assist in county-wide preparedness activities which engage city emergency managers, special districts, the private sector and volunteer agencies in preparing for, responding to and recovering from disasters and large emergency events in Weber County in support of Weber County Emergency Management objectives.
Assists with documentation of training and exercises.
During a time of declared disasters/emergency incidents, may be called out to assist in the MCP or in the Weber County Emergency Coordination Center to support response and recovery activities. Ensure that the ECC and the MCP are mission ready as per staffing and equipment function; assist in the implementation of disaster policies and procedures for operation of the ECC/MCP. Assist the Emergency Manager and the Tech/Planner in managing the activities in an ECC/MCP setting using the incident command structure.
