Under supervision of the Division Director of Parks and Recreation, acts as the manager responsible for developing, recommending, promoting, implementing and managing the use of the Archery Complex and surrounding park located at Observatory Park.
Essential FunctionsIn coordination with Parks and Recreation Division Director, is responsible for hiring, discharging, directing, and supervising staff. Initiates specific programs, assigns programs to staff, monitors and evaluates programs carried out by staff. Assists Director in research and preparation of annual budget; monitors budget expenditures to establish cost benefit ratios; negotiates with sources to develop additional revenues. May represent the Archery Park to local, regional, and national organizations.
Directs preparation of informational material for distribution. Under the guidance of Director, determines advertising and promotional activities; directs the design and execution of media and promotional campaigns, including social media. Directs press and public relations programs. Works with various entities on county, regional and national levels to develop use of the Archery Park. Coordinates efforts with planning groups, private businesses, municipalities and other government divisions to develop programs with positive impact.
Coordinates, oversees and reports on all capital Improvement projects and equipment needs of the Archery Park. Directs the development, implementation and enforcement of rules and safety regulations governing the use of facilities, equipment and personnel at the Archery Park. Develops and maintains volunteer program and staff for the support of the Archery Park, including, but not limited to; recruiting, retaining, rewarding, correction and scheduling.
Develops and implements goals and objectives for the staff and volunteers, and serves as a liaison with outside constituents and other on matters relating to policy and administration.

Education/ExperienceEducation:
Bachelor's Degree in Business or Public Administration or a related field preferred.
Experience:
Five (5) years of administrative level experience on a comparable level, or any combination of education and experience.
Knowledge of:
Extensive knowledge of archery equipment and industry related practices. Extensive knowledge of range safety. Thorough knowledge of advertising, social media, layout and copy writing techniques. Strong emphasis on budgeting and cost benefit analysis. Working knowledge in managing facilities.
Skills and Abilities

Must have progressive management techniques. Skilled in speaking, dealing with and giving direction to volunteers, employees and general public. Skilled in customer relations. Ability to manage resources and staff effectively. Ability to coordinate with user groups, clubs, the public and personnel. Ability to organize, assign, and supervise work. Ability to plan and develop programs to meet policy guidelines. Ability to communicate effectively both verbally and in writing.
Ability to establish and maintain effective working relationships with all county departments, municipalities, local businesses and organizations, employees, and the public.
Must have a valid Utah driver's license and a good driving record. May require some travel. May require varied work schedule. This position requires working in an office environment as well as out of doors. Requires extreme mobility in order to oversee operation and functions of facilities, etc. May require some lifting. Due to the nature of this position, the successful candidate may be required to complete a pre-employment background check prior to starting the position.
