ASSISTANT FLEET/FACILITIES DIRECTOR

DEPARTMENT: Management Services

DIVISION: Fleet, Facilities, and Central Stores

PAY: GRADE 165: $84,122.15 - $ Annual Salary ($40.44 - $58.64 Hourly Rate).

STATUS: Non-Exempt, Full-Time, Eligible for Benefits

GENERAL PURPOSE

Under the direction of the Fleet, Facilities, and Central Stores Director, assists in the leadership, administration, and oversight of the Fleet, Facilities, and Central Stores Division. Provides management of assigned operational programs, capital projects, maintenance activities, procurement, asset management, and administrative functions while supporting the Director in achieving division goals and City priorities. Exercises independent judgment in managing day-to-day operations, coordinating cross-departmental initiatives, supervising staff, and ensuring services are delivered efficiently, safely, and in compliance with applicable laws, regulations, and City policies.

Serves as the Director's designee as assigned.

Essential Job Functions
  • Assist the Fleet, Facilities & Central Stores Director in planning, directing, coordinating, and evaluating division operations to ensure effective service delivery and alignment with City goals and priorities.
  • Assists in overseeing the fleet asset management programs, including vehicle replacement planning, fuel management, registration and emissions compliance, procurement, surplus disposition, and lifecycle planning.
  • Direct facilities maintenance and repair programs by establishing preventive maintenance priorities, coordinating work performed by City staff and contractors, and ensuring City facilities remain safe, functional, and well-maintained.
  • Coordinate the planning, design, construction, renovation, and maintenance of assigned capital improvement and facility projects, ensuring work is completed within established schedules, budgets, and quality standards.
  • Manage procurement and contract administration activities, including preparation of specifications, Requests for Qualifications (RFQs), Requests for Proposals (RFPs), contract documents, and sole source justifications in accordance with City purchasing requirements.
  • Assist in developing, administering, and monitoring division operating and capital budgets; evaluate expenditures; recommend resource allocations; and promote responsible fiscal stewardship.
  • Oversee the maintenance and integrity of division records and management systems, including fleet assets, fuel systems, fixed assets, real property, central stores inventory, and other operational databases.
  • Build and maintain effective working relationships with City departments, contractors, consultants, vendors, regulatory agencies, and the public to ensure responsive communication, collaboration, and successful project delivery.
  • Evaluate operational processes, maintenance programs, construction methods, and emerging technologies; recommend and implement improvements that enhance operational efficiency, customer service, asset reliability, and long-term sustainability.
  • Assist the Director in developing division policies, procedures, performance measures, and strategic initiatives that support continuous improvement and organizational effectiveness.
  • Prepare reports, presentations, recommendations, and correspondence for executive leadership, elected officials, and other stakeholders regarding operational performance, project status, budgets, and strategic initiatives.
  • Participate in risk management, emergency management, and workplace safety initiatives; support regulatory compliance and efforts to reduce organizational risk.
  • Perform other related duties as assigned.
ATTENDANCE AND TEAMWORK

Attendance and punctuality are essential functions of this position. The employee must regularly collaborate with coworkers, supervisors, City departments, contractors, and the public through in-person meetings, site visits, and the use of on-site equipment and facilities.

Education And Experience Requirements
  • At least three years of progressively responsible experience in administrative management, project management, construction management/inspection, or a related field.
  • Equivalent to a Bachelor's Degree in Public Administration, Business Administration, Industrial Engineering, or a related field.
  • Any combination of experience and education that would likely provide the required knowledge and abilities may qualify.
Special Requirements
  • Possession of, or ability to obtain, a valid Utah Driver's license within 180 days of hire
  • Employees will be required to complete NIMS IS100, IS200, IS700, IS800, IS703 and IS706 within six months of hire.
  • Employees will be required to complete ICS
    300, ICS
    400, G191, G2300 within 2 years of hire.
  • IEMC when and if assigned.
