Professional Analysis, LLC (PAI) is seeking an experienced Site Manager to lead warehouse and distribution operations supporting DLA Distribution at Hill Air Force Base, Ogden, Utah. The Site Manager serves as PAI's senior on-site representative with full authority to act on behalf of the company for all aspects of contract performance. This position is responsible for leading safe, efficient, auditable, and customer-focused warehouse and distribution operations supporting Department of War customers worldwide while ensuring operational excellence, workforce leadership, contract compliance, audit readiness, and customer satisfaction.

Key Responsibilities
  • Serve as PAI's primary point of contact with the Government for all contract performance matters.
  • Provide overall leadership, supervision, and direction for all warehouse, distribution, transportation, inventory, packaging, quality, maintenance, and administrative personnel.
  • Plan, organize, direct, and manage all warehouse and distribution center operations to achieve contractual performance objectives.
  • Ensure compliance with the DLA Performance Work Statement (PWS), Standard Operating Procedures (SOPs), quality requirements, audit readiness initiatives, internal controls, and applicable regulations.
  • Lead audit readiness activities by maintaining continuous process compliance, inventory accountability, documentation accuracy, and adherence to established internal controls.
  • Direct receiving, warehousing, storage, inventory management, issue processing, packaging, shipping, transportation, and material accountability operations.
  • Analyze operational metrics and performance trends, identify root causes of performance issues, implement corrective actions, and drive continuous process improvement.
  • Plan workload, staffing, scheduling, and resource utilization to maximize operational efficiency while meeting customer requirements.
  • Ensure operational readiness for 24-hour operations, surge requirements, emergency response, and contingency operations.
  • Coach, mentor, and develop supervisors and team leads while ensuring employees receive the training necessary to safely and effectively perform assigned duties.
  • Foster a culture emphasizing safety, accountability, customer service, teamwork, audit readiness, and continuous improvement.
  • Promote risk management and internal controls designed to prevent fraud, waste, abuse, mismanagement, and operational inefficiencies.
  • Empower employees to identify process deficiencies, stop work when necessary to prevent errors, and resolve issues before they impact mission performance.
  • Manage contract performance, quality, staffing, cost control, schedule, and overall customer satisfaction.
  • Develop strong working relationships with DLA Distribution leadership, Air Force customers, tenant organizations, and other Government stakeholders.
Required Qualifications
  • Minimum five (5) years of Distribution Management experience or
    ten (10) years managing warehouse and distribution operations of similar size and complexity.
  • Minimum three (3) years of experience using an automated Warehouse Management System (WMS) within the past five (5) years.
  • Demonstrated success managing complex warehouse and distribution operations involving receiving, storage, inventory management, issue processing, shipping, transportation, and material accountability.
  • Experience supervising managers, supervisors, and warehouse personnel in a high-volume operational environment.
  • Strong knowledge of Government logistics operations, inventory accountability, audit readiness, quality management, and operational performance management.
  • Excellent written and verbal communication skills.
  • Ability to obtain and maintain all required Government installation access credentials.
Preferred Qualifications
  • Active Secret security clearance or the ability to obtain and maintain all required Government security credentials, installation access, and system access.
  • Previous DLA Distribution leadership experience.
  • Experience supporting Air Force, DLA, or other Department of War distribution operations.
  • Experience using DSS, WMS, ERP, SAP, or similar logistics management systems.
