Job Summary

The Telecommunications Scoping Construction Manager plays a crucial role in shaping the deployment of telecommunications equipment at designated job sites. As the key decision-maker for all technical aspects, this position ensures that each site is appropriate for deployment. Responsibilities include reviewing construction drawings, installation documents, and customer requirements to identify all necessary work types and work packages. This role is vital for creating and documenting the Scope of Work (SOW) and the Bill of Materials (BOM), which are essential for the site build plan and material procurement.

The SOW is crafted through site walks, desktop reviews, aerial imagery analysis, and customer collaboration.

Job Responsibilities
  • Develop and document a comprehensive SOW and BOM for each site, identifying all work types and drivers.
  • Support various delivery organizations with construction technical expertise.
  • Understand site technical solutions, construction standards, and customer‑contracted SOW, including work packages, material requirements, and final deliverables.
  • Review construction documents for constructability and accuracy, documenting discrepancies for correction.
  • Create a step‑by‑step methodology for the SOW and BOM based on construction drawings and survey data.
  • Plan and adjust schedules as necessary; coordinate with project managers and stakeholders regarding scope changes and recommendations.
  • Review supplier quotes for accuracy; approve or reject as needed, covering materials, services, and rental equipment.
  • Identify and document rigging and crane requirements necessary to perform the work.
  • Participate in project planning meetings, providing guidance and resolving issues as they arise.
  • Prepare reports, analyses, and presentations, including progress status and recommendations for problem resolution.

    Qualifications and Experience
    • Bachelor's degree preferred or equivalent work experience (2-5 years) in the industry
    • Experience managing cell site construction and technology upgrades
    • Background in site design solutions and order of operations
    • Ability to review construction documents for site feasibility and design consulting
    • Familiarity with construction processes and on‑site safety requirements
    • Keen knowledge of cell site construction and equipment installation
    • Understanding of rigging and crane requirements
    • Experience in scope estimation, managing general contractors, and generating BOMs
    • Knowledge of and ability to enforce industry/customer quality standards
    • Basic troubleshooting knowledge, including sweep testing concepts
    • Familiarity with contracts (leasing and vendor‑facing)
    • Strong problem‑solving skills to meet deadlines and budgets
    • Ability to communicate effectively across various professional skill levels
    • Commitment to safety standards; OSHA 10‑hour course required; OSHA 30‑hour course if managing crews
    • Willingness to learn new tools
    Desired Experience
    • Previous engagement with Cell Site/Wireless equipment portfolio
    • Experience handling large‑scale telecom projects
    • Advanced Excel or other programming skills
