Urban Planning and Development Manager
The urban planning and development manager leads projects in urban planning and development. They assist the public body in choosing the mode of implementation, organize and coordinate the actions of various partners, and ensure the coherence of projects with the urban policy of the public body.
Key responsibilities include:
- Developing urban planning documents.
- Designing and implementing urban development and construction operations.
- Managing urban development and construction operations.
- Developing and fostering partnerships.
- Promoting urban development projects.
Knowledge:
- Understanding the decision-making bodies and processes of public authorities.
- Mastering the regulation of regulatory, operational, and land-use planning.
- Applying the Code of Public Procurement and the rules for programming public facilities.
- Practicing communication and negotiation techniques.
- Mastering the main tools for urban planning and development.
- Knowing the financing methods of urban projects and the methods of cost analysis and control.
- Applying project management techniques.
- Knowing the professional environment of the sector and the modes of contracting and contractualization of partnerships.
- Mastering information and communication technologies.
Skills:
- Analyzing the evolution of a territory and the needs in terms of urban development.
- Analyzing the feasibility of projects for creation, implantation, development of constructors and investors.
- Awarding contracts with consulting firms.
- Coordinating the diagnostics and studies preliminary to the elaboration of urban planning documents.
- Developing operations of urban development and construction at technical, legal, financial, and land-use levels.
- Drafting administrative, legal, and technical documents for framing.
- Mobilizing and coordinating external partners.
- Conducting the evaluation of projects.
- Identifying and mobilizing strategic partners.
- Developing a strategy of institutional communication around urban development projects.
