The Energy / Power Sector Subject Matter Expert (SME) provides targeted technical expertise to support independent evaluation of energy-sector reforms. This role contributes sectoral interpretation, validation, and technical review of evaluation products and is not a project management or primary drafting position.

The SME works collaboratively with evaluation leadership to ensure findings related to energy and power systems are technically accurate, policy-relevant, and appropriately contextualized.

• Provide expert input on energy sector policy, regulation, and reform.
• Review evaluation instruments for sector relevance and accuracy.
• Interpret evaluation findings related to energy and power systems.
• Review draft evaluation products for technical accuracy.
• Participate in targeted interviews or validation discussions as needed.

• Advanced degree or equivalent professional experience in energy, power systems, economics, public policy, or a related field.
• Minimum 8 years of experience in energy sector policy, regulation, or reform.
• Experience working in or with LMIC energy systems.
• Ability to communicate technical concepts clearly to non-technical audiences.

• Experience in Sub-Saharan Africa or West Africa.
• Experience with donor-funded energy programs (MCC, USAID, World Bank).
• Experience supporting evaluations or assessments.
• French language proficiency.
