Location: Deer Park

Primary Function

The Safety Training and Development Manager is responsible for designing, implementing, and continuously improving safety training programs across Dashiell’s construction and electrical services operations. This role brings hands‑on field experience combined with formal safety credentials and a passion for workforce development, serving as a trusted subject matter expert and advocate for a strong safety culture at every level of the organization.

The position will be based in our Deer Park, Texas office located at 1300 Underwood Road Deer Park, Texas and will report to Dashiell’s Vice President of Safety.

Duties & Responsibilities

Employee may be called upon to perform any or all of the following functions:

Training Program Design & Delivery
  • Develop, update, and deliver safety training curricula aligned with OSHA, NFPA 70E, and applicable federal and state regulations.
  • Design role‑specific training programs for electricians, linemen, technicians, and supervisory personnel.
  • Integrate adult‑learning principles and performance‑based assessment into all training programs.
  • Leverage eLearning platforms, hands‑on field simulations, and classroom instruction to maximize engagement and knowledge retention.
Program Management & Compliance
  • Maintain training calendars, records, and completion metrics in the company Learning Management System (LMS).
  • Track regulatory changes and update training content to ensure ongoing compliance.
  • Coordinate with project managers and site supervisors to schedule training around operational demands.
  • Prepare and present training effectiveness reports to senior leadership.
Safety Culture & Continuous Improvement
  • Champion a proactive safety culture by coaching field personnel and reinforcing safe behaviors on‑site.
  • Conduct needs analyses, gap assessments, and post‑incident reviews to identify training opportunities.
  • Collaborate with the broader HSE team on incident investigations, corrective actions, and lessons‑learned programs.
  • Mentor site safety representatives and junior HSE staff.
Vendor & Stakeholder Management
  • Evaluate and manage relationships with third‑party training vendors and certification bodies.
  • Partner with HR, Operations, and Project Management to align safety training with workforce development goals.
  • Represent Dashiell at industry safety forums and working groups as required.
  • Perform special projects and complete other duties as assigned or requested.

  • Reduce incident rates and improve safety outcomes across Dashiell’s project portfolio by delivering training programs that build genuine competency and reinforce safe behaviors in the field.
  • Ensure regulatory compliance and protect the organization by maintaining current, audit‑ready training records and curricula aligned to OSHA, NFPA 70E, and NESC requirements.
  • Strengthen Dashiell’s safety culture by coaching and mentoring field personnel, site safety representatives, and junior HSE staff to model and enforce high standards.
  • Enable operational continuity by coordinating training schedules effectively with project managers and field supervisors to minimize disruption.
  • Position Dashiell as an industry leader in safety workforce development through engagement with external forums, vendors, and certification bodies.
Minimum Qualifications / Experience Required
  • Bachelor’s degree in Occupational Safety and Health or a closely related field required; equivalent professional experience of 4 or more years in safety training and development may be considered in lieu of a degree.
  • Minimum 10 years of field experience as a journeyman electrician, electrical technician, or lineman.
  • Minimum 5 years of dedicated safety training and development experience in a construction or industrial environment.
  • Active Occupational Health and Safety Technologist (OHST) certification required.
  • Active Construction Health and Safety Technician (CHST) certification required.
  • Demonstrated knowledge of OSHA 29 CFR 1910 and 1926 standards, NFPA 70E, and NESC.
  • Proficiency with Learning Management Systems (LMS) and instructional design tools.
