Responsibilities
1. Engineering & Technical Support
  • Provide day-to-day engineering support for LPG storage, filling, transfer, and dispatch operations.
  • Interpret and maintain engineering documents including P&IDs, layouts, equipment datasheets, and manuals.
  • Assist in troubleshooting operational and equipment-related issues.
  • Conduct root cause analysis (RCA) for incidents, breakdowns, and recurring failures, and recommend corrective actions.
2. SOP, Method Statement & Risk Assessment
  • Prepare, review, and maintain:
    • Standard Operating Procedures (SOPs)
    • Method Statements (MS)
    • Risk Assessments (RA) in accordance with WSH (Risk Management) Regulations
  • Ensure procedures adequately address LPG hazards and site-specific risks.
  • Coordinate reviews and approvals with the Workplace Safety and Health Officer (WSHO) and management.
  • Ensure SOPs and MS are effectively communicated and implemented on site.
3. Safety & Regulatory Compliance
  • Assist in ensuring compliance with:
  • Workplace Safety and Health Act (WSHA)
  • MOM regulations and codes of practice
  • SCDF fire safety requirements
  • Support statutory and third-party inspections, audits, and regulatory visits.
  • Maintain safety and compliance records, including inspection reports, corrective action tracking, and incident investigations.
  • Participate in safety meetings, audits, and emergency preparedness activities.
4. Inspection, Testing & Maintenance Coordination
  • Plan and monitor preventive maintenance and inspection programs for:
  • Pressure vessels
  • Pumps, compressors, valves, pipelines
  • Safety and emergency systems
  • Review inspection findings and ensure timely rectification of defects.
  • Coordinate with contractors and vendors for maintenance and inspection activities.
  • Ensure calibration and testing of safety-critical equipment are conducted as per schedule.
5. Data Management & Reporting
  • Maintain accurate records for:
  • Safety inspections
  • Maintenance and equipment history
  • Compliance registers and statutory documentation
  • Compile and analyse operational and safety data.
  • Prepare technical and safety reports for management review.
6. Operational Support & Coordination
  • Provide technical guidance to Operations & Maintenance Supervisors and operators.
  • Ensure operational activities comply with approved SOPs and MS.
  • Participate in toolbox meetings and safety briefings.
  • Recommend operational improvements to enhance safety, reliability, and efficiency.
7. Projects & Continuous Improvement
  • Support plant modifications, upgrades, and new installations.
  • Participate in Management of Change (MOC) processes.
  • Assist in evaluating new equipment, systems, and technologies.
  • Identify opportunities for continuous improvement in safety, compliance, and plant performance.
8. Authority & Accountability
  • Authorized to recommend engineering and safety improvements.
  • May initiate corrective actions and elevate unsafe conditions to management.
  • Accountable for accuracy and completeness of technical and safety documentation within assigned scope.
Requirement
  • Minimum Qualifications Diploma in Mechanical, Chemical, Electrical, or related Engineering discipline.
  • 1–5 years of experience in LPG, oil & gas, petrochemical, or similar process industry preferred.
  • Familiarity with LPG plant operations, safety systems, and regulatory requirements is an advantage.
  • Strong knowledge of LPG hazards and safety controls.
  • Understanding of WSH legislation and risk management principles.
