OverviewCredence has an immediate opening for an FMS Program Manager who will primarily support the Air Force Life Cycle Management Center WAM (AFLCMC/WAM) directorate, F‑16 division at Wright Patterson AFB, OH. The F‑16 “Viper” AFLCMC/WAM is headquartered at Hill Air Force Base with units at Wright‑Patterson, Tyndall, Eglin and Davis‑Mothb Horn air bases.
The F‑16 program has the largest Foreign Military Sales (FMS) program in U.S. history, producing over 4,500 jets for 24 countries. Each F‑16 FMS case is uniquely tailored to a country’s requirements, development, and funding, with production orders through 2030. It also includes the Multi‑National Fighter Program (MNFP) under the MOU framework.
Responsibilities- Support planning, organization, and execution of program/project activities and perform professional or technical work related to program management.
- Provide technical expertise for various F‑16 FMS programs through all DoD acquisition stages (planning, execution, delivery, sustainment, closure).
- Assist with monitoring and coordination of security assistance issues, ensuring compliance with policy, LOAs, LORs, the Foreign Assistance Act, AECA, and other legislation.
- Execute assigned LOAs per AECA and SAMM, completing projects with minimal assistance.
- Support pre‑LOA development, including SOO, SOW, and review of contractor proposals.
- Review documents, export licenses, and other contractor submissions, coordinating government responses.
- Manage FMS LOA and MRP modifications and amendments.
- Analyze manpower needs based on LORs and LOAs, and monitor funding status and expiring positions in coordination with SAPMs.
- Support SAPMs and line managers across all acquisition phases, offering insights into policy, streamlining, and lessons learned.
- Ensure requirements are identified for new acquisitions or modifications until transition to sustainment.
- Assist in pre‑award documentation and evaluation of proposals for RFPs.
- Coordinate resources (FM, management, procurement, engineering, logistics) and consolidate inputs into common documents.
- Plan program milestones and prepare briefing charts.
- Review briefings, documents, and correspondence for accuracy, providing comments and recommendations.
- Prepare correspondence to other USG agencies, contractors, and foreign governments/customers.
- Represent the Government at various meetings (CONUS and OCONUS), including program reviews, design reviews, financial and production readiness reviews, and timeline reviews.
- Manage coordination and suspense control activities for inquiries from higher HQ, preparing responses for senior official approval, and analyzing metrics.
- Provide advice on technology transfer, export licenses, risk management, and logistics.
- Maintain and update project management documents, SOPs, financial and risk management, and Integrated Master Schedules (IMS).
- Manage LOA line activities, budget development, financial tracking, deliverables execution, and interface with senior USG FMS representatives.
- Prepare P&A data, LOA data, and ROM estimates for new FMS programs and follow‑on support cases.
- Advise the team on daily FMS‑related projects requiring knowledge of ITAR, DDL, DISAM, and SAMM.
- Active Secret security clearance.
- Master’s or Doctoral degree with minimum 10 years of relevant experience, at least 5 in the DoD; or Bachelor’s degree with minimum 12 years of experience, at least 5 in the DoD; or 15 years of directly related experience with proper certifications as per PWS, with at least 8 in the DoD.
