Responsibilities- Support the planning and organizing of program/project activities and analysis and perform professional or technical work related to program management.
- Provide support and technical expertise for various F‑16 FMS programs in all DoW acquisition stages to include planning, execution, delivery, sustainment and program closure in accordance with DoW policies and guidelines.
- Offer support with monitoring, reviewing, analysing and coordinating security‑assistance issues concerning DoW and non‑DoW agencies to ensure compliance with established policies, Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), the Foreign Assistance Act, the Arms Export Control Act (AECA) and other relevant legislation.
- Support implementation and execution of assigned LOAs in accordance with the AECA, Security Assistance Management Manual (SAMM) as DSCA Manual 5105.38‑M and complete assigned projects with minimal assistance.
- Provide pre‑LOA development support, Statement of Objectives (SOO), Statement of Work (SOW), and review of weapon system contractor proposals as assigned by the Government.
- Assist in reviewing documents, export licenses or other documentation submitted by contractors for Government review, and coordinate release of Government responses.
- Provide project management for FMS LOA and Manpower Requirements Package (MRP) modifications and amendments.
- Assist in analysing manpower needs for F‑16 aircraft according to LORs from the country and LOAs.
- Monitor funding status and track expiring positions in coordination with Project Managers and Security Assistant Program Managers (SAPMs), allocating and extending positions with country concurrence.
- Support SAPMs, line managers and functional areas across all phases of the acquisition process and provide insight into acquisition policy, streamlining, management and lessons learned.
- Ensure requirements are identified to provide initial support for new acquisitions or modifications of weapon systems until transition to sustainment.
- Support awards of contracts, including pre‑award documentation and evaluation of proposals in response to Government Requests for Proposals (RFPs) from weapon system contractors.
- Coordinate resources (FM, management, procurement, engineering and logistics) and consolidate inputs into common documents.
- Help plan completion of program milestones.
- Prepare briefing charts to support meetings.
- Review briefings, documents and correspondence to ensure content accuracy with regard to DoW acquisition‑related documents, providing comments and recommendations.
- Prepare correspondence to other USG agencies, contractors and foreign governments/customers.
- Support the Government at various meetings both CONUS and OCONUS, including program reviews, team‑management reviews, design reviews, financial and production readiness reviews and TIMs at various levels.
- Manage coordination and suspense‑control activities for inquiries from higher HQ, prepare responses for senior‑official approval and recommend dispositions; collect, process and analyse metrics for internal and higher‑level management sources.
- Assist with technology transfer and disclosure (e.g., releasability, export licenses), risk management, project management and logistics advice.
- Maintain and update project‑management documents, develop SOPs, perform financial and risk management, and develop/maintain an Integrated Master Schedule (IMS).
- Support LOA line management and LOA FMS budget development, financial tracking, deliverable execution, and interface with senior U.S. Government FMS representatives as required.
- Prepare P&A data, LOA data and budgetary Rough Order of Magnitude (ROM) estimates for new FMS programs and follow‑on support cases.
