Salary: $75,000 - $90,000 annually

Miami Valley Community Action Partnership (MVCAP) is seeking an experienced and motivated Weatherization and Housing Services Deputy Director to help lead our Weatherization and Housing Services Department. This leadership position plays a critical role in ensuring program excellence, regulatory compliance, and high‑quality service delivery for federally funded weatherization and utility assistance programs.

The ideal candidate will have extensive experience in the Department of Energy (DOE) Weatherization Assistance Program (WAP), technical inspections, energy auditing, and quality assurance, along with a passion for developing staff and improving program performance.

• Provide technical oversight and quality assurance for Weatherization Assistance Program (WAP) operations.
• Ensure compliance with all federal, state, and agency regulations and quality standards.
• Review energy audits, inspections, and completed weatherization projects for technical accuracy and program compliance.
• Supervise and mentor Energy Auditors, Quality Control Inspectors (QCI), and Baseload Inspectors.
• Monitor production goals, quality metrics, and compliance benchmarks.
• Support program planning, budgeting, grant reporting, and operational performance.
• Prepare technical and compliance reports while maintaining audit‑ready documentation.
• Provide technical guidance on building science, energy conservation measures, and DOE program requirements.
• Coordinate with contractors and internal staff to ensure timely, high‑quality project completion.
• Represent MVCAP in meetings with community partners, stakeholders, and regulatory agencies.
• Promote continuous improvement through coaching, training, and staff development.

Required:

• High School Diploma or GED.
• Extensive experience in DOE Weatherization Assistance Program (WAP) operations.
• Demonstrated experience with NEAT and/or MHEA energy auditing software.
• Experience supervising technical staff.
• Strong knowledge of Quality Assurance/Quality Control (QA/QC) processes and compliance standards.
• Proficiency with Microsoft Office and program reporting systems.
• Excellent communication, leadership, organizational, and analytical skills.

Preferred:

• Bachelor's degree in Energy Management, Construction Management, Engineering, Environmental Science, or a related field.
• Equivalent combination of education and significant Weatherization program experience may be considered.
• Additional DOE Weatherization certifications.

• DOE Quality Control Inspector (QCI) Certification (required upon hire or within an agency‑established timeframe).
• Energy Auditor Certification with NEAT/MHEA proficiency.
• Additional DOE‑recognized certifications are preferred.
