Job Summary
Responsible for overseeing the day-to-day operations and management of the Okeechobee Utility Authority, a public owned Independent Special District providing water and wastewater utility services to the community. The position ensures that water and wastewater facilities and systems are operated and maintained in an efficient manner and in accordance with federal, state and local standards and regulations and permit requirements. Development and implementation of a strategic vision or goal for positive company growth.

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required or assigned by the Board of directors.
GENERAL- Aware of the keys to success: proper management of personnel is a path toward a future positive growth of the OUA. Customer care is another element toward success of the company and safe, efficient operations leading to a valued product or service is the last element of success. Recognition of what makes the OUA successful is a key leadership value.
- Provides direction in the development of focused regulatory guidance, budgetary/fiscal control, operations protocol, schedules, maintenance and capital improvement projects so as to maintain the high-level expectations of the OUA Board.
- Build and maintain a positive relationship with all parties and to resolve complaints, issues and inquiries in a timely efficient manner.
- Represents the utility at public meetings, presentations and workshops.
- Acts in the capacity as the Secretary to OUA Board of Directors by preparing monthly meeting agenda packets, records meeting minutes and properly maintains all records and files resulting from an OUA Board meeting and daily operations.
- Monitors budgetary revenues and expenditures to ensure sufficiency of OUA funds.
- Coordinates bids, RFP’s, RFQ’s or other such published documents with final review, processing and presentation to approval committees.
- Assists managers and supervisors to ensure that all water, wastewater and maintenance facilities are operated, repaired and maintained efficiently and effectively and in a manner to comply with all federal and state standards, permit conditions, and rules and regulations.
- To oversee the smooth and efficient functions of the business office so that customer service, office personnel, financial and general office duties are fulfilled on a daily basis.
- While smooth daily operations are important, forecasting and planning the needs of the business future are imperative to the long-range growth and potential success of the OUA. Direction provided by the Executive Director is key to positive outcome.
- Must have the ability to keep up with developing strategies with regards to employment attraction & retention, health and retirement benefits and personnel related activities generally depicted in employee manuals.
- Must work well in a political environment as well as public exposure since the Executive Director is the OUA when attending in an official capacity at public meetings such Board of County Commissioners, City Council or other such presentations to service clubs, business interest groups or community events.
- Multi-tasking should be a natural state of mind.
- Must have general knowledge of (not necessarily and able to operate) the operations of water and wastewater facilities, meter reading, maintenance and how they are repaired and maintained in an efficient effective manner.
- Develops, recommends, implements and updates standard operating procedures.
- Monitors utility services contracts to ensure compliance and effective performance.
- Conducts studies and oversees the implementation of mandated environmental reports such as water audits, leak detection surveys, backflow cross/connection plan and water quality reports.
