This is a highly responsible position performing a key role in the management of Environmental Health programs, with direct responsibility to the Environmental Manager. It is supervisory and administrative work assisting the Division manager in developing, implementing, monitoring and evaluating countywide environmental health programs. The position supervises environmental programs and staff for Okeechobee County and ensures community education and response to community requests related to all environmental health programs.
The role manages the performance and activities of field staff and office staff, adheres to state and local supervisory requirements, and oversees staff in the Facilities, OSTDS, Water, Rabies, Well Delegation, and DEP Fuel Storage Tanks Program. Duties include coordinating, mentoring, organizing, directing, motivating, training, and evaluating staff; implementing, monitoring, and evaluating field staff of Environmental Health programs; and performing field activities.
Supervises the DEP-Onsite Sewage Treatment and Disposal System (OSTDS) program and staff, resolves programmatic issues, and acts as an interagency liaison with DEP staff. Attends OSTDS program meetings, briefings and trainings, monitors daily activities, initiates and reviews enforcement documents, and collaborates with DEP Legal Counsel on cases.
Supervises the DEP-Fuel Storage Tanks program, performs routine inspections, maintains communication with DEP staff, attends meetings, monitors daily activities, and reviews enforcement documents.
Assists in resolving environmental health issues and represents the Division director at meetings and negotiations with state, local, and federal agencies, as well as other public and private parties.
Reviews and approves/rejects employee time sheets in People First and HMS, maintains communication with department staff and the Director on program progress and relevant issues.
Performs community outreach, identifies opportunities for public health impact, and creates support for plant wellness, green initiatives, and environmental cleanup projects.
Performs routine and requested inspections, lifting at least 35 pounds.
Maintains communications with the public, professionals, agencies, officials, and businesses to educate on environmental and public health compliance.
Assists in the development, evaluation, and quality review of assigned programs, assists in policy and procedure creation, and assists in maintenance of the Division budget.
Performs related duties such as emergency preparedness and response, operates in a designated secure area, and approves ordering of products and supplies through MFMP.
Required Knowledge, Skills, and AbilitiesKnowledge: Florida State statutes, rules and regulations, and Emergency Preparedness Training/ICS coursework.
Skills: Managing Environmental Health Programs, responding to sanitary nuisance complaints, developing partnerships with community, federal, state, and county agencies, effective communication across formats, and delivering scientific or technical information.
Abilities: Reviewing and implementing environmental technical standards and policies, planning process improvements, collecting and analyzing data, and making informed decisions.
Communicate Effectively: Initiate clear communication, express thoughts verbally and in writing, and listen to others.
Problem Solving/Creative Thinking: Develop innovative solutions and interpret health‑related information.
Customer Service/Human Relations: Establish effective working relationships and project a positive image of FDOH.
Time Management: Prioritize tasks and coordinate work efficiently.
QualificationsMinimum: A bachelor’s degree with 30 semester credits of applicable science; certification in OSTDS and/or Food Hygiene, with required certification obtained.
