Your Specific Responsibilities:

This is a highly responsible position performing a key role in the management of Environmental Health programs, with direct responsibility to the Environmental Manager. This is supervisory and administrative work assisting the Division manager in developing, implementing, monitoring and evaluating countywide environmental health programs in a large county. The position supervises environmental programs and staff for Okeechobee County. This positions functions under an operational philosophy of improving the quality and delivery of service and fostering leadership, initiative and professional growth of staff and the incumbent.

The position is responsible for providing community education and responding to community requests related to all environmental health programs. This position is responsible for the performance and activities of field staff and office staff under their supervision and adheres to all state and local supervisory requirements regarding staff and programs. Primary duties include coordinating, mentoring, organizing, directing, motivating, training, and evaluating staff.

Assists in the implementation, monitoring, and evaluating field staff of Environmental Health programs, and performing field activities. The position supervises environmental health staff in the Facilities, OSTDS, Water, Rabies, Well Delegation and DEP Fuel Storage Tanks Program.

Supervises, mentors and assists staff in planning workload, meeting deadlines and program objectives, and directing staff's time utilization to meet the Division's objectives and goals. Evaluates and documents staff performance utilizing appropriate established procedures and takes or recommends appropriate corrective action as necessary. Performs or recommends the transfer suspension, layoff, recall, promotion, discharge, assignment, recognition or rewarding. Plans, prepares and conducts interviews, and hires qualified staff in accordance with established policies and procedures.

Supervises DEP-Onsite Sewage Treatment and Disposal System (OSTDS) program and staff. Assists in the resolution of programmatic issues. Acts as interagency liaison and maintains communication with DEP staff to assess needs. Attends OSTDS program meetings, briefings and trainings. Monitors daily activities to stimulate quality and quantity of services. Initiates and reviews enforcement documents. Meets with DEP Legal Counsel to discuss potential and existing cases and evaluate resolutions and penalties.

Supervises DEP-Fuel Storage Tanks Program and staff. Assists in the resolution of programmatic issues and performs routine inspections on a regular basis or as needed. Acts as interagency liaison and maintains communication with DEP staff. Attends program meetings, briefings and trainings as needed. Monitors daily activities to stimulate quality and quantity of services. Initiates and reviews enforcement documents.

Assists in the resolution of environmental health issues and represents the Division director as necessary at meetings and negotiations with other state, local, and federal agencies and other public and private parties to promote, address, resolves departmental concerns with proposed activities, projects, exist facilities and any other issues which may arise.

Reviews and approves/rejects employee time sheets in People First and HMS. Maintain communication with department staff to assess needs, monitor daily activities to stimulate the quality and quantity of services. Maintains communication with the Director to keep them informed of programs' progress as well as other pertinent and relevant issues.

Performs community outreach and identifies potential opportunities for public health impact on issues relating to land use and the built environment. Creates and supports employee wellness, department green initiatives, environmental clean-up projects and initiatives.

Performs both routine and requested inspections with the capability of lifting at least 35 pounds.

Maintains communications with the public, other professionals, other agencies, other governmental officials, and the business to educate and inform regarding environmental and public health compliance and issues.

Assists in the development, evaluation, and quality review of assigned programs to ensure a more efficient, effective operation. Assists in the creation of policy and procedures. Assists in the creation and maintenance of the Division budget.
