Portfolio Accounting and Reporting Manager, Agency 740 – State Treasurer
Position within the Office of the State Treasurer. Responsible for maintenance, analysis, interpretation, and management of financial accounting data including the investment activity within the Treasurer’s Investment Portfolio and/or the Oklahoma Tobacco Settlement Endowment Trust.
Key Responsibilities:
- Record, maintain and balance the investment activity of the Investment Portfolios under the direction of the Portfolio Accounting and Reporting Director.
- Prepare analysis of expenditures, balances, reports and other financial data for the agency.
- Verify or reconcile account balance information internally and with the Office of Management and Enterprise Services.
- Make entries to ledgers and other accounting records.
- Prepare Agency budgets including analysis of actual-to-budget variances.
- Review and approve certain procurement transactions.
- Prepare financial statements including assistance with independent audits.
- Confer with administrators and staff about accounting issues.
- Perform related work as required.
Knowledge and
Skills:
- Knowledge of current governmental accounting theory, auditing, and fiscal principles.
- Knowledge of auditing procedures and practices.
- Knowledge of laws and regulations of accounting procedures.
- Knowledge of the State's accounting and personal computer network systems, including interfaces with other state agency systems.
- Experience with data processing applications to accounting record problems.
- Proficiency with personal computer applications.
- Willingness to work on a variety of projects with personnel of varied technical abilities.
Education & Experience:
- Certified Public Accountant with a minimum of a Master’s degree in Accounting, Finance or Business Administration and at least three years of experience in an accounting, securities or financial environment while working for a government agency.
- OR a Bachelor’s degree in Accounting, Finance or Business Administration with at least five years of experience in an accounting, securities or financial environment while working for a government agency.
- Strong analytical, communication, and project management skills.
