The incumbent serves as a Systems Accountant performing multiple and varying assignments under the limited direction of a manager or more experienced professional. The incumbent is an individual contributor and/or member of a team and performs some leadership functions for small projects/programs and/or other work activities.
BASIC REQUIREMENTS:Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor").
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
IN ADDITION TO THE ABOVE BASIC REQUIREMENTS,you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the next lower level FV-G(FG/GS-10/11). Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.
Specialized Experience includes:
Experience with government procurement processes, including the use of Unison PRISM and other acquisition software within the software development lifecycle, covering design, implementation, and ongoing maintenance; analyzing and optimizing processes for planning, designing, and implementing new or enhanced information systems to meet the business requirements of customer organizations; and developing comprehensive project management plans to ensure the successful execution of systems, projects, and enhancements, delivering results on time and within scope.

This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.
Selective Placement Factor (SPF): Applicants must have documented experience using one or more of the following Oracle E-Business Suites (EBS) or Unison Prism modules:
General Ledger, Purchasing, Accounts Payables, Fixed Assets, Projects, and/or Accounts Receivables.
