OkAPEX Coordinator

Description of Duties:

The OkAPEX Coordinator provides direct, one-on-one counseling and technical assistance to Oklahoma businesses interested in selling products and services to federal, state, local, and tribal governments. This position guides clients through the end-to-end government contracting process, including registrations, opportunity identification, solicitation review, proposal and quote preparation guidance, and post-award support. The Coordinator also plans and delivers training, conducts outreach to grow program awareness, maintains client records, and tracks outcomes such as contract awards to document program impact on business growth, job creation, and economic expansion in Oklahoma.

Provide direct client counseling and technical assistance to Oklahoma businesses on government contracting readiness, strategy, and next steps, including individualized action plans and follow-up support. Guide clients through federal, state, local, and tribal registration requirements and procedures, including advising on common vender registrations and profile setup steps needed to compete for opportunities. Identify contracting opportunities by teaching clients how to search relevant procurement systems and by helping them align offerings to appropriate agencies, NAICS codes, and buying channels.

Deliver bid match support by using available tools and databases to distribute targeted opportunity notifications, explain relevance, and coach clients on go or no-go decision. Assist clients with solicitation interpretation by reviewing requirements, compliance elements, evaluation criteria, key dates, and submission instructions; help clients build a checklist to ensure responsiveness. Provide proposal and quote preparation guidance including organizing response content, required forms, capability statements, pricing considerations, subcontracting approaches, and quality control steps (within program policy).

Support post-award needs by answering common contract management questions and directing clients to appropriate resources related to performance, documentation, modifications, and compliance requirements. Plan, coordinate, and deliver training (in-person and online) that addresses federal, state, local, and tribal procurement topics; develop or adapt training materials and promote course offerings to clients. Conduct outreach and build partnerships with economic development organizations, chambers, tribal entities, procurement offices, and industry stakeholders to expand referrals, improve services, and increase client participation.

Maintain accurate records and report outcomes by documenting counseling sessions, training attendance, and client progress in required systems; track and compile client-reported contract awards and other performance measures. Perform other duties as assigned.

Minimum Qualifications:

Bachelor's degree from an accredited institution in business, public administration, economic development, supply chain, marketing, finance, communications, or a related field. Successful candidates will have at least two (2) years of professional experience in areas such as government contracting support, procurement, business advising, economic development, small business programs, sales or business development, workforce development, or program coordination. This experience should include direct, client-facing work such as coaching, advising, training support, or technical assistance, with demonstrated ability to manage multiple priorities and maintain consistent follow-up with clients and partners.

Successful candidates will be able to communicate clearly and professionally with diverse audiences and explain complex processes in a practical, step-by-step way. They will be highly organized, able to manage multiple clients and deadlines, and comfortable working in systems that require accurate documentation and outcome reporting. Candidates should be proficient in Microsoft 365 (Outlook, Teams, Word, Excel, and PowerPoint) and able to learn and use client tracking systems, bid matching tools, and procurement databases.

They must also demonstrate sound judgement, discretion with confidential business information, and the ability to facilitate or co-facilitate training sessions in person and online. Light lifting up to 20 lbs. and light carrying up to 20 lbs. required. Ability to reach above shoulder. Periods of time spent sitting, standing, walking, kneeling, bending, and stooping. Ability to move freely on-campus and to visit off-campus locations.
