JOB SUMMARY

The County Assessment Analyst plays a supporting role within the Ad Valorem Division with the supervision of assigned County Assessment Analysts of the Equalization/County Support Section by evaluating performance, making recommendations on disciplinary actions, providing for employee development, and approving time off. This position also collecting and analyzing data for the Annual Equalization Study and/or other performance-based audits as may be required by the State Board of Equalization and conducts research and analysis of real estate and property values, level of tax assessments, and the assisting and advising County Assessors and deputies as required.

AND RESPONSIBILITIES

Communicates job expectations and offers professional growth opportunities for direct reports.

Plans, monitors, and assesses job performance.

Aids in the coaching, counseling, and discipline of employees.

Immediately addresses performance areas of concern and follows the Progressive Discipline Guidelines.

Oversees the staff selection process and training.

Develops, coordinates, and enforces systems, policies, and procedures.

Provides technical assistance to management, and the general public by providing information that pertains to the regulations and procedures of Ad Valorem.

Analyzes processes and workflows for inefficiencies and makes recommendations for enhancement.

Prepares supervisory reports on workflow assessment findings, system process results and revenue tracking.

Collaborates with Ad Valorem Administrators in developing the strategic goals for the section while considering potential impact to other sections and divisions.

Gathers and categorizes statistical data as required for process analysis and improvements.

Reviews and assigns tasks or projects to staff.

Conducts property appraisal activities through physical inspection of properties, research of records, comparisons to similar properties, establishing fair cash values, and determining appropriate tax assessments.

Participates in the Annual Equalization Study and/or other performance-based audits as may be required by determining assessment levels, the dispersion of assessments in each county for each classification of property and other statistical analysis which may be required.

Assists County Assessors by conducting training, seminars, and workshops at counties, schools, and conferences; and advising assessors of proper methodology for the appraisal of real and personal property as related to computerized mass appraisal and statistical data analysis.
