Description

The Business Process Analyst (BPA) supports client in analyzing, documenting, and improving agency business processes. The BPA will apply business process analysis and Lean Six Sigma methodologies to identify inefficiencies, streamline workflows, and develop sustainable process improvements.

The contractor will also provide high-quality process documentation, including process maps, standard operating procedures (SOPs), analysis reports, and recommendations, to support operational effectiveness, quality improvement, and agency transformation priorities.

Duties include, but are not limited to:
  • Conduct business process analysis through stakeholder interviews, workflow reviews, data analysis, and other appropriate assessment methods.
  • Develop and maintain current-state and future-state process maps, workflows, and supporting documentation.
  • Apply Lean Six Sigma and quality improvement methodologies to identify process gaps, bottlenecks, redundancies, root causes, and improvement opportunities.
  • Develop practical, data-informed recommendations to improve process efficiency, effectiveness, standardization, and sustainability.
  • Develop and revise standard operating procedures (SOPs), process documentation, business requirements, reports, executive summaries, and other written materials.
  • Facilitate or support process improvement sessions with program staff, subject matter experts, and other stakeholders.
  • Develop appropriate process measures and performance indicators to evaluate the effectiveness of implemented improvements.
  • Support implementation, change management, and sustainment activities associated with approved process improvements.
  • Provide regular progress updates and maintain documentation of assigned projects, deliverables, risks, issues, and recommendations.
  • Complete assigned deliverables within established timelines and incorporate client feedback into final work products.
  • Completes other duties, as assigned.
Knowledge, Skills, and Abilities
  • Experience with business process improvement, process analysis, Agile, Lean Six Sigma, project management, or related methodologies.
  • Strong analytical, problem-solving, and decision-making skills, including the ability to evaluate complex information and develop practical recommendations.
  • Ability to develop and use performance measures, dashboards, reports, and other tools to monitor progress and communicate results.
  • Strong proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Teams; experience with Power BI or similar reporting tools is beneficial.
  • Excellent written and verbal communication skills with the ability to interact professionally with staff, leadership, and stakeholders at all levels.
  • Strong organizational and time-management skills with the ability to manage multiple priorities, assignments, and deadlines.
  • Ability to facilitate group discussions, build stakeholder alignment, and support resolution of cross-functional issues.
  • Strong attention to detail and commitment to producing accurate, high-quality deliverables.
Requirements
  • Minimum of 3-5 years' experience as a business analyst.
  • Preference is given to experience in state government, healthcare, finance, regulatory or similar service-related business.
  • Preferred master's degree in MBA or MHA.
  • Professional experience in business analysis, process improvement, project management, performance management, or a related field.
  • Experience supporting strategic initiatives, organizational transformation, or enterprise-level improvement efforts.li>
  • Experience working in government, public health, finance, or another regulated environment is preferred.
  • Experience developing executive-level reports, dashboards, process maps, SOPs, or implementation documentation.
  • Lean Six Sigma, project management, change management, business analysis, or related professional training or certification is preferred.
