Systems Engineer
Responsibilities
Supports the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center Philadelphia Division (NSWCPD) in enabling research, development, test and evaluation, acquisition, engineering, systems integration, in‑service and fleet engineering with cybersecurity, comprehensive logistics, and life‑cycle savings. Provides non‑technical programmatic and financial support to a major program at the Philadelphia Navy Yard.
Directly supports U.S. Navy programs and interfaces with the Government customer. Handles development, maintenance and administration of program management tools for scheduling, budgeting, resource management, and project status. Provides extensive program management support to coordinate tasks and projects, create and maintain Plan of Actions & Milestones (POA&Ms), and track/report data from the Navy Data Environment (NDE) system. Requires strong interpersonal skills, professionalism, and self‑motivation to coordinate with Noblis MSD Program Managers and U.S. Navy customers.
- Developing and maintaining program management tools for scheduling, budgeting, resource management and project status.
- Assisting with data calls and compiling technical updates into reports and visual aids.
- Providing meeting support, including tracking action items and briefing stakeholders on program status.
- Creating Plan of Action & Milestones (POA&Ms).
- Interpreting technical data/information to determine applicability and importance for database entries.
- Tracking data/information within the database, and providing action‑item tracking for engineering programs.
- Providing program coordination and facilitation within the program engineering teams.
- Document formatting and editing.
- Development of presentation materials.
Bachelor’s Degree from an accredited university in a related field with at least 3 years of experience. In lieu of a bachelor’s degree, an associate’s degree with 7 years of relevant experience, or a high school diploma with 10 years of relevant experience will also be considered.
- Relevant work experience may include supporting defense or government customers, project management or project coordination, status gathering and reporting, document formatting and editing, development of presentation materials, meeting coordination (scheduling, preparation, minute taking and capturing action items), and proficiency with MS Office Suite including MS Project and Access.
- Experience developing and managing SCDs in NDE.
- Experience using Power Apps and/or PowerBI to develop program management tools.
- Experience with IMS scheduling.
