Job DescriptionBasic Purpose Under general direction, administers and directs programs related to the regulation, control and prevention of pollution from oil and gas operations; enforces Commission rules and regulations concerning oil and gas production and environmental protection. The incumbent of this position is assigned responsibility for directing the Pollution Abatement Department of the Oil and Gas Division and related programs involving commercial and noncommercial oil field waste disposal operations, pollution abatement activities and reclamation projects on a statewide basis.
Direction will be provided to a professional, technical and administrative staff including geologists, engineers and environmental specialists.
- Directs department activities in planning and administering various pollution abatement and environmental protection programs and ensuring compliance with requirements for federal funding.
- Develops and implements rules and regulations concerning the proper drilling, completion and operation of injection and disposal wells, including procedures for refuse detection, notification, corrective action, enforcement and financial responsibility.
- Supervises the review of geological and engineering data, proposed plans, current operations, closure, and reclamation procedures for commercial and noncommercial oil field waste disposal facilities to ensure compliance with existing laws, rules and regulations.
- Coordinates program activities with the Federal Environmental Protection Agency; recommends and implements changes in policies and procedures to meet changing federal requirements and state program approval requirements; provides technical assistance in promulgation of Commission rules on pollution abatement.
- Directs and coordinates studies and tests of pollution incidents to determine causes and reclamation requirements; makes recommendations on policies and procedures for prevention.
- Coordinates with other departments, state and federal agencies and private consultants; serves as expert witness and technical advisor to and for the Commission.
- Directs the maintenance of required records and reports concerning pollution complaints, hearings and existing injection and disposal wells.
- Represents the agency before industry, civic and environmental groups; advises legislative members and the Commission on pollution and environmental programs; serves on special task force to address specific environmental problems on both the local and national level; testifies as an expert witness in hearings before the Commission.

Statutory Requirements: 52 OS 149 (2) Supp 1999; “Shall be a graduate of an accredited college or university with a Bachelor of Science degree in petroleum, civil or mechanical engineering, geology, environmental science or a related field and at least five (5) years practical or regulatory experience in the production of oil and gas, three (3) years of which must have been in an administrative or supervisory capacity.
NOTE:
No substitution will be allowed for the three (3) years in a supervisory or administrative capacity.
